XIONG said that he got it from a friend, “Lor Vang,” and knew it was stolen because the ignition was “popped.” This case is still active. ••-CR-••-•••• On 10/30/20, XIONG unsuccessfully fled from police on foot but was arrested after being spotted driving a stolen Kia that was not displaying license plates.
XIONG was convicted of Receiving Stolen Property. ••-CR-••-•••• On 9/15/18, Xiong was arrested sleeping in the driver’s seat of a Honda that had been stolen earlier in the day. A shaved key was jammed into the ignition. XIONG admitted to stealing the vehicle. XIONG was convicted of Auto Theft. ••-CR-••-•••• On 7/13/18, XIONG was arrested slumped in the driver’s seat of a Toyota that was stolen earlier in the day. The key in the ignition looked shaved and XIONG had more shaved keys in his possession.
XIONG admitted stealing the Toyota and said he didn’t have to use a shaved key, because any key would work in a lot of Toyotas. XIONG also admitted to stealing a Honda the day before. XIONG was convicted of Auto Theft. ••-CR-••-•••• On 6/30/18, XIONG was arrested driving a stolen Toyota using a shaved key. XIONG said he got the vehicle from his friend "Mike." XIONG admitted he "knew it was suspicious" but took and drove the Toyota anyway. XIONG was convicted of Auto Theft. Current offense: On 03/24/26 at about 1040 hours, Ramsey County CAT Team (Carjacking and Auto Theft) Investigators spotted a blue 2002 Toyota Sienna van driving near Burr Ave / Maryland Ave in St. Paul, Ramsey County.
The van was displaying stolen license plates (MN/REJ-072) and was occupied by several people. Auto thieves commonly switch license plates in order to thwart law enforcement efforts to identify it. Investigators followed as the van tried to evade them by driving at a high rate of speed in residential areas and running red lights. One of the Investigators recognized the van driver as Chufue XIONG [DOB REDACTED] in part because the Investigator had recently issued a KOPS alert for XIONG for a 1st Degree Burglary that occurred in Little Canada on 3/18/26 and the van matched the vehicle used in the crime.
Moreover, Investigators were professionally well-acquainted with XIONG from previous cases involving stolen vehicles, stolen property, and narcotics. Investigators lost visual of the van near Roselawn Ave and McMenemy St but quickly found it abandoned less than a block away. Investigators then spotted three subjects walking nearby on McMenemy St at Lewis St. XIONG was one of the subjects. All three were detained. A female, who was seen in the van’s front passenger seat, was identified as Leticia Maria GARCIA [DOB REDACTED] and a male passenger was identified as Fen Lun THAO [DOB REDACTED]. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 3/26/2026 THAO had an active felony warrant and was arrested.
