On December 6, 2025, officers with the Brooklyn Center Police Department responded to a shooting located at 1300 Shingle Creek Crossing in the city of Brooklyn Center, Hennepin County. While enroute, officers learned the suspect, later identified as ROXANNA DENISE HILL, [DOB REDACTED], Defendant herein, was still on scene. Upon arrival, officers located Defendant and took her into custody. They retrieved an FN 9mm handgun from her sweatshirt pocket. Officers also located a known adult male, Victim herein, who was in a vehicle at a nearby McDonald’s. Officers spoke with Victim and Victim’s wife about what happened.
Victim explained that he and his children were inside Burlington Coat Factory when Defendant bumped her shopping cart into one of his kids. Victim confronted Defendant about bumping his kid. Victim said he left the store with his children and took them to the car where his wife was waiting. Victim [NAME REDACTED] had happened and suggested his wife handle the issue. Victim and Victim’s wife approached Defendant, who was on the sidewalk. Victim acknowledged he pushed Defendant and reached to her left pocket when he heard a loud pop.
Victim and his wife ran back to the car, and they drove away. Once he was in the car, Victim [NAME REDACTED] had been shot. Victim [NAME REDACTED] one of his children reported hearing the sound of a gun rack while they were inside the store. Officers also spoke with Defendant about what happened. Defendant described the incident inside the store and explained she left the store to walk to Rainbow. Defendant said she was confronted by Victim and a woman. She recalled hearing people say, “beat her ass,” and Victim reached into her pants pocket.
Defendant pulled her gun from her sweatshirt and shot Victim. Defendant claimed she was afraid for her life; however, she did not articulate Victim or anyone else threatening her with a firearm or knife. She also didn’t report being assaulted prior to shooting Victim. Defendant told the investigator that she shot Victim [NAME REDACTED] was afraid that Victim [NAME REDACTED], take her gun, and shoot her. Defendant also acknowledged during a call that she could have just run away. Surveillance video from inside Burlington was reviewed to locate any potential evidence.
The video showed Defendant, Defendant’s husband, and Victim [NAME REDACTED]. At one point while Victim was standing near Defendant and her husband, Defendant turned away from the group, pulled out a gun, and racked the slide. Defendant returned the gun to her sweatshirt pocket. Defendant continued to walk around the store with her hand in the sweatshirt pocket and apparently on the handgun. Defendant’s husband remained in the store to pay when Defendant walked out of the store and followed Victim [NAME REDACTED]. Defendant is in custody at the Hennepin County Jail.
