On June 11, 2026, at approximately 11:42 AM, officers of the Rochester Police Department were dispatched to a business in SE Rochester, Olmsted County, Minnesota, on a report of an assault. Once on scene, Ofc. Beck made contact with Victim- an adult male fully identified in police reports. Victim [NAME REDACTED] from a laceration on his head. Victim reported that Orlando Rice ([DOB REDACTED]), Defendant herein, a boyfriend of an employee at the business was parked in his vehicle that was blocking vehicle access.
Victim asked Defendant to move his vehicle so he could back out. After saying this Victim [NAME REDACTED]. Defendant said, "oh, all you had to f***ing do is ask me." Victim [NAME REDACTED] did. Defendant became agitated and Victim [NAME REDACTED] in his vehicle. Defendant began yelling at Victim [NAME REDACTED] told him to leave. Defendant responded "f*** you," and pulled out a baton from his vehicle and struck Victim once over the head with the baton. Victim described the baton as being one inch in diameter.
After being struck, Victim [NAME REDACTED]. Defendant told Victim to let it go or it was going to get a lot worse. Ofc. Beck also made contact with Witness- an adult male fully identified in police reports. Witness said that he heard Defendant screaming and came outside of the business. Witness observed Defendant pull out the baton and strike Victim in the head with it. Defendant left the scene in a Honda Ridgeline. Victim [NAME REDACTED]. Officers located Defendant's vehicle in the area of 16th Ave SE and 11th Ave SE. Defendant was ordered out of the vehicle and detained.
Ofc. Lenz provided Defendant a Miranda advisory and he agreed to speak. Defendant said that Victim was the aggressor and he had pulled the baton to show it to Victim and tell him to back off. Defendant said that Victim [NAME REDACTED] in the head although he did not intend to hit Victim. Ofc. Mccafferty located the baton in the driver's door pocket of the vehicle. The baton was metal with black and rust coloring and was approximately 12 inches long. The baton was expandable and appeared to also serve as a flashlight.
There was apparent blood on the baton, inside the driver's door, and on the exterior of the truck. Ofc. Lenz also photographed blood on Defendant's hand and arm. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
