On or about November 30, 2025 at approximately 2:23 PM, Officer Zimmerman of the Blaine Police Department responded to a residence on Polk Street in the City of Blaine, Anoka County, Minnesota, for a warrant arrest of JONATHAN SOTO, [DOB REDACTED], Defendant herein. The officer searched the area in a marked squad car and located Defendant. Upon seeing the squad car, Defendant looked over his shoulder toward the officer and began walking in the opposite direction. The officer activated his emergency lights, got out of his squad car, and advised Defendant that he was under arrest on the warrant.
Defendant walked toward the officer and began yelling, while keeping his left hand in his jacket pocket. Due to the officer's knowledge of Defendant's past lack of cooperation, the officer drew his taser and pointed it towards Defendant while Defendant continued to yell. Sergeant Mitchell arrived on scene and moved behind Defendant, at which point Defendant withdrew his hand from his pocket and the officer holstered his taser. Officer Zimmerman grabbed Defendant's right arm while Sergeant Mitchell took hold of his left arm.
Defendant ignored several orders to put his hands behind his back and kept trying to walk and run away. The officer ordered, and then escorted, Defendant to the ground. While on the ground, Defendant pulled away from the officer hard enough that the officer briefly lost his grip on Defendant. The officer re-secured Defendant's arm. Defendant continued to resist and pulled away from Sergeant Mitchell. Eventually, law enforcement was able to secure Defendant in handcuffs. Defendant continued to pull and twist his body while officers searched him.
Defendant was screaming in Officer Zimmerman's face, such that the officer could feel spit on his face. Defendant was then transported to the Anoka County Jail.
