On July 7, 2025, at or around 1:12 A.M., a Richfield Police Department officer was dispatched to [ADDRESS REDACTED] in Richfield, Hennepin County, Minnesota, due to a reporting party indicating a friend at that address not returning a cell phone. Upon arrival, the officer made contact with the reporting party, who was parked in a black Ford F-150 with MN Plate SCP581. The vehicle registered to a female, J. C., and was blocking the driveway of the home at that address. The officer approached the reporting party, who was also the driver of the Ford F-150. The reporting party refused to identify himself and indicated a friend in the house was not returning his phone.
The reporting party was subsequently identified as Scotty Mitchell Rios [DOB REDACTED], Defendant herein. While speaking with the Defendant, the officers noticed his hands were shaking. As Defendant went to leave, the officer observed a traffic violation when he saw Defendant drive over a curb and onto a grassy area. The officer conducted a traffic stop of Defendant. The officer approached Defendant on the driver's side and spoke with him. While speaking with him, the officer noted Defendant's eyes appeared glossy and bloodshot.
The officer ran Defendant's information and discovered his Minnesota License was revoked. Based on the officer's observations of Defendant, Standardized Field Sobriety Testing was conducted. Prior to the testing, the officer asked Defendant if he had any physical, medical, or vision problems. Defendant indicated he did not and that he was coming off of Adderall. He admitted to using Adderall earlier in the day, around noon. Defendant performed poorly and a preliminary breath test was administered.
Defendant gave a breath sample, and the breath result was.000 BrAC. Based on these results and Defendant's admission to the use of Adderall, the officer believed Defendant was under the influence of a drug. Defendant was placed under arrest and became uncooperative with law enforcement. During a search of Defendant's vehicle, the officer found 12 white pills in a green container and 3 of the same pills loose in the pocket of a green-colored backpack in the front passenger seat. The pills were marked with an "M" on one side and "30" on the other.
One of the pills was later tested and weighed. It was positive for Fentanyl, and the total weight of the pills was 4.41 grams without packaging. A search warrant for Defendant's urine or blood was granted. Defendant was unable to provide urine but did consent to a blood sample. The blood was collected at around 2:56 A.M. And sent for testing. The result of the blood test indicated Amphetamine and Methamphetamine were present in the sample collected.
