On November 24, 2025, at approximately 9:47 P.M., Hopkins Police Officer Black and Sergeant Roeder were traveling near 1005 2nd Street Northeast in the City of Hopkins, Hennepin County, Minnesota, when they observed a Honda Accord bearing Minnesota license plate [PLATE REDACTED] which had very dark window tint and was swerving and making very erratic corrections within the lane. Officers initiated a traffic stop and made contact with the driver identified as MOSES DAWIT, [DOB REDACTED], the defendant herein, who immediately exited the vehicle.
While speaking with the defendant, Officer Black could smell the odor of consumed alcohol emanating from the defendant and observed that the defendant had bloodshot, watery eyes. Sgt. Roeder also smelled a strong odor of consumed alcohol coming from the defendant’s mouth as he spoke. While Officer Black was speaking with the defendant, Sgt. Roeder looked into the defendant’s vehicle and observed a green Heineken box on the front floorboard, a large red box on the rear passenger side floor which showed 5.1% alcoholic concentration on the exterior of the box and a plain silver can with what appeared to be a dark liquid inside it which officers suspected contained alcohol.
When asked, the defendant stated he drank an entire bottle of Robitussin. The defendant refused to participate in any field sobriety tests. Officers believed the defendant was under the influence and placed the defendant under arrest. The defendant was transported to the Hopkins Police Department where he was read the breath test advisory by Officer Black. When asked, the defendant agreed to submit to a DMT breath test which revealed an alcohol concentration of.16 at 11:40 P.M. Routine checks reveal the defendant has a pending DWI (see court file no. ••-CR-••-••••) and the associated implied consent loss of license was stayed on 07/23/2025.
