The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 4, 2025, at about 5:45pm, Maplewood Police responded to a home on Jackson St. N. In Maplewood, Ramsey County on a 911 hangup. On arrival, officers encountered the defendant, RASHAWON RAYNELL HALL ([DOB REDACTED]). He said that his girlfriend, SAR ([DOB REDACTED]), had made the call; she is also the mother of his children. SAR told officers that the prior evening, she and the defendant had argued in the home, during which he threw her phone at the wall, damaging it. (She showed officers a photo of the hole.) She said that this evening (November 4), they argued again, now in the basement.
She said that during the argument, he grabbed her by the neck, squeezing both sides, and forced her to sit on the couch. She said that he briefly let go, but when she complained that she had been unable to breathe, he grabbed her neck and squeezed a second time. She said that he then straddled her on the couch. She said that she grabbed her phone and called 911, but the defendant forced her finger into pressing the disconnect button. She said that her 15- year old son told the defendant to release her, but the defendant replied that the boy should not try to be a savior.
She said that eventually she was able to call her father, who convinced the defendant to release her. SAR said that during the two strangulations, she could not breathe and had trouble speaking. The 15-year old son of SAR told officers that he heard the defendant and SAR heatedly arguing in the basement. He said that when he went down there, he saw the defendant sitting on top of her. He said that he repeatedly (and unsuccessfully) told the defendant to release her, during which he heard her say that she could not breathe.
The defendant told officers that SAR was “trippin” and that nothing had happened. He said that they had argued today, as a continuation of an argument the prior evening. He said that this evening, she simply told him that she was “done dealing with this s***” and was leaving. The defendant was taken into custody. He told officers that his handgun was in his vehicle. Officers determined that there was no safe place for it to be stored in the home; it was removed. The defendant declined to make any further statement.
In March 2025, the mother of another of the defendant’s children reported that the defendant had grabbed her by the neck; officers observed redness on her neck (Mounds View PD CN 25-002483).
