All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. From June 2 to June 3, 2026, the Lake Superior Violent Offender Task Force monitored a court-ordered mobile tracking device affixed to a 2015 Ford Explorer utilized by Kwame Nkrumah Mitchell [DOB REDACTED], hereinafter Defendant. Investigators monitored a court-ordered pen register/trap and trace and GPS location of a telephone, [PHONE REDACTED], belonging to Defendant. Through physical and electronic surveillance, Defendant was observed performing numerous short-term stops consistent with the sale of controlled substances in Duluth, Minnesota and Superior, Wisconsin.
Defendant was observed on June 2, 2026 performing several short-term stops in Superior, Wisconsin and Duluth, Minnesota shortly after leaving an identified apartment in Superior, Wisconsin. Investigators observed a similar pattern of short-term stops after leaving an identified apartment in Duluth, Minnesota. On June 4, 2026, law enforcement with the LSVOTF, St. Louis County Sheriff’s Office, Duluth Police Department and Superior Police Department executed a search warrant at an apartment at [ADDRESS REDACTED], within the City of Duluth, Saint Louis County.
Said search warrant also authorized a search of a 2015 Ford Explorer, and the Defendant. Investigators were familiar with Defendant, as he was previously arrested by the Minnesota State Patrol on April 14, 2026 and charged with 1st Degree Sale of a Controlled Substance, 3rd Degree Possession of a Controlled Substance, Fleeing a Peace Officer in a Motor Vehicle, and Fleeing a Peace Officer by a Means Other Than a Motor Vehicle in Court File #69DU-CR-26-1261. Defendant posted $150,000 bond in that case, providing the Court with an address on Ellis Ave in Dotton, Illinois.
Investigators apprehended Defendant without incident outside his vehicle. On Defendant’s person, investigators located an electronic key fob (which later was affirmed to access [APT REDACTED]), approximately $1,072 in U. S. Currency, and two cell phones. Investigators called the telephone number [PHONE REDACTED], which was being actively monitored by Court-ordered Pen Register/Trap and Trace and one of the phones on Defendant’s person rang. Inside Defendant’s vehicle, investigators located the following items: Approximately 182 grams of a substance later field tested positive for methamphetamine Approximately 50.6 grams of a substance later field tested positive for cocaine and crack cocaine Approximately 3.3 grams of a substance later field test positive for fentanyl A blue key-fob in the center console (this key fob was later affirmed to access [APT REDACTED] in the Bluewater Flats in Superior, Wisconsin). Inside Defendant’s apartment in Endi Apartments, investigators located the following: Approximately $35,584 in U. S. Currency A loaded Ruger LCP II handgun, Serial Number 380600145 A “Brick” press 3 69DU-CR-26-1825 Filed in District Court State of Minnesota 6/8/2026 Cellophane baggies with corners ripped off and aluminum foil with residue, for packaging Two digital scales Substances frequently used as a cutting agent Vacuum seal bags with crystal residue Glass measuring cup with white powdery substance Law enforcement later executed a search warrant at an apartment at 110 E 2nd Street in Superior, Wisconsin associated with Defendant.
