On June 4, 2025, FMYA reported that he received a letter from the Department of Public Safety Driver and Vehicle services stating that the registration to his vehicle is pending suspension for failure to transfer ownership. A check of the VIN reflected that the current owner was MKH. The vehicle was reported sold on April 26, 2025. FMYA stated that he did not purchase the vehicle and had no idea who purchased the vehicle. The investigator spoke with MKH, who said he sold the vehicle on Facebook Marketplace to a person with a Facebook page with the name Dumitru Dragos.
MKH reported that he sold the vehicle on April 26, 2025, in White Bear Lake, Ramsey County, Minnesota. MKH stated that the purchaser did not provide him with his identification. MKH said two individuals came to purchase the vehicle. The older individual was there to purchase the vehicle, and the younger individual filled out the paperwork. MKH provided the investigator with the Seller’s Notice of Sale, which included the name and driver’s license information of FMYA. MKH also sent the investigator the Facebook information and messages from the seller.
The investigator again spoke with FMYA and asked if he provided his personal information to anyone recently. FMYA reported that he was involved in two accidents where he shared his driver’s license information. One of the individuals was DRAGOS DUMITRU – [DOB REDACTED]. DUMITRU’s son was identified as DS – YOB: 2008. On June 25, 2025, the investigator spoke with DUMITRU on the phone. Initially, DUMITRU denied that he or his son purchased a vehicle from MKH. Eventually, DUMITRU said that he was looking for a car and spoke with a lot of people, and he was unsure of whether he purchased the vehicle.
DUMITRU expressed concern for his son and inquired about paying a fee. When informed that MKH identified DUMITRU and his son as the individuals who purchased his vehicle, DUMITRU admitted that they did. DUMITRU reported that the vehicle was broken, and that the vehicle was not registered because it was broken. DUMITRU claimed he abandoned the vehicle at a plaza in Brooklyn Center because it was broken then said he sold the vehicle but did not know to who and no longer had the title. DUMITRU reported that he purchased the vehicle from MKH and signed the vehicle title.
Police put out a KOPS alert on the vehicle. It was stopped and towed on July 2, 2025. The investigator spoke with the driver, CVB, on July 3. CVB said he purchased the vehicle via Facebook Marketplace on June 29, 2025. The purchase took place in Hennepin County. CVB took pictures of the seller and a photograph of his license. The name on the seller’s license was CH. CVB said the seller filled out the title and signed it with MKH’s first name. The seller reported that he was selling the vehicle for a friend out of state.
