M., a Minnesota State Trooper (“Trooper”) was working his assigned shift in Winona County, Minnesota, when he was dispatched to the on ramp to westbound Interstate 90 from County Road 12 regarding a male slumped over in a sedan. The event was dispatched to include medical was en route. Trooper arrived at the scene and observed a black Dodge Charger with MN license plates parked on the side of the road. The first responder advised Trooper the Dodge Charger was running when they arrived. Trooper observed the Dodge Charger’s front doors were open and two first responders were rendering aid.
Trooper observed an unconscious person seated in the driver seat. The driver was later identified by Wisconsin driver’s license as Jeremy Lee Trussoni, [DOB REDACTED] (“Defendant”). The first responder told Trooper Defendant had a weak pulse and had been gasping for air. Trooper entered the Dodge Charger and observed Defendant to be extremely pale and unresponsive to stimuli. Trooper instructed the first responders to move Defendant to the front of his squad car to continue rendering aid. Defendant was moved and when responders set him on the ground, Defendant opened his eyes and attempted to sit up.
Trooper asked Defendant if he was diabetic and/or if he had taken something. Defendant told Trooper he had taken an anxiety medication. Trooper asked Defendant if he last took the medication when he had parked, and Defendant replied, “Yeah.” The first responder asked Defendant if he could enter Defendant’s car to attempt to locate the medication and Defendant gave consent. The first responder asked Defendant again if he was diabetic and the Defendant repeated he was not diabetic. The first responder then asked what the needles found in Defendant’s car were for.
Defendant responded, “At this point, I’d like to speak to an attorney.” Trooper was approached by a Winona County Sheriff's Deputy (“Deputy”). Deputy told Trooper when first responders attempted to locate Defendant’s medication, they located a plastic shopping bag in the center console containing two tied off baggies with a white powdery substance inside. Deputy told Trooper the bags were now located on the driver's seat of Defendant’s vehicle. A first responder told Trooper that when they were treating Defendant in the ambulance, Defendant admitted to using fentanyl.
Due to the hazards of fentanyl, Trooper secured the vehicle with evidence tape and requested it be towed to the Rochester MSP secure storage area. 2 85-CR-26-400 Filed in District Court State of Minnesota 3/17/2026 Trooper took photos of the vehicle and the contents on the driver’s seat. The baggies containing the white powdery substance were collected and sent to the BCA for testing. The BCA results found the substance to be fentanyl weighing 1.92 grams. Stat. 609.49., intentional failure to appear for duly scheduled court appearances may result in additional criminal charges, and in addition to any arrest warrant that may otherwise be issued by the Court.
