On November 17, 2025, the Woodbury Police Department received a Minnesota Adult Abuse Reporting Center (MAARC) report regarding the financial exploitation of vulnerable adult J. R. By her son, PATRICK CLEMENT RICHARDSON, [DOB REDACTED]. At the time, J. R. Resided at the Woodbury Health Care Center, located at [ADDRESS REDACTED] in the city of Woodbury, Washington County, and had been there since approximately October 2024. The MAARC report stated that RICHARDSON has been using J. R.'s social security income for his own personal use instead of paying the facility for J. R.'s care.
At the time of the report, J. R. Had an outstanding balance of $33,246.86. As a result, J. R. Received a 30-day Notice of Discharge for non-payment. On December 23, 2025, a second MAARC report was made regarding J. R., in which her bank reported that the Department of Commerce requested holds on J. R.'s accounts due to suspected financial exploitation by her son, RICHARDSON. The report stated that nearly $7000 in debit card purchases and ATM withdrawals were noted on J. R.'s account between September 23, 2025, and December 1, 2025. Detective Lawrence was assigned to investigate this matter further.
On December 5, 2025, Detective Lawrence obtained a search warrant for J. R.'s Huntington Bank accounts. On December 17, 2025, Detective Lawrence obtained and reviewed the records provided by the bank, which showed that J. R. Was the sole account holder. Records were examined for the time period beginning in the fall of 2024, when J. R. Began living at the Woodbury Health Care Center, through December 2025. The records showed that J. R. Received approximately $5000 in Social Security income each month.
Between September 2024 and December 2025, a total of $14,202.80 was withdrawn from J. R.'s account at ATMs located in various casinos, such as Running Aces, Mystic Lake, Grand Casino, Treasure Island, and Turtle Lake. During an interview with Detective Lawrence in December 2025, J. R. Stated that she has not been to a casino in the last year. Detective Lawrence also obtained records from several of the casinos, which confirmed that RICHARDSON had gambled at nearly all the casinos during the time period in question.
Detective Lawrence also observed numerous charges at various Chipotle restaurants throughout the metro area, totaling approximately $250. Detective Lawrence asked J. R. Whether she made the purchases, which she denied and also stated that she does not like their food. RICHARDSON was present for this interview and stated, "wow, it's Chipotle, it's $10.00." Through interviews with both J. R. And RICHARDSON, Detective Lawrence learned that when J. R. Transitioned to the Woodbury Health Care Center, RICHARDSON agreed to manage J. R.'s finances and pay her bills using her social security income.
