On or about May 22, 2026, Plymouth police responded to a Flock ALPR alert of a confirmed stolen 2002 GMC Sierra travelling in the area of Rockford Road and Nathan Lane in Plymouth, Hennepin County, Minnesota. Police located the vehicle and the driver immediately turned onto Annapolis Lane from Rockford. The driver then turned into a nearby Starbucks parking lot. Based on the movement the driver was making in the vehicle, police believed the driver was panicking and looking for an exit. Police activated emergency lights and siren as the driver was beginning to gain speed and the vehicle didn't' stop.
Police pursued the vehicle from Annapolis Lane and Rockford Road to the entrance of French Park. Police moved alongside the vehicle. This caused the driver to slow down significantly and enter French Park. Police then used a PIT maneuver (Pursuit Intervention Technique) to stop the vehicle. The vehicle came to a stop along a wooded area. The driver was the sole occupant of the vehicle and exited the truck and ran towards a nearby creek where he fell into. Police were not able to apprehend the driver at this time and got past officers and ran north towards Rockford Road.
The driver then ran towards a fence and hopped it and began to hide in the area which is a residential neighborhood. Police used a K9 search and the assistance of an aerial asset from the State Patrol to locate the driver but were unsuccessful. The driver was a black male roughly 6 feet tall, thin build, with black hair. He was wearing gray sweatpants and a matching gray hooded sweatshirt. A few hours later, police were called back to the area for an attempted theft of a motor vehicle. The call notes said that it was the male from earlier, full grey sweatsuit, and covered in mud.
Notes also said the male attempted to take car keys from a person. Police arrived to the area and spoke to a witness who saw the driver and also heard someone screaming. The witness helped police locate the driver from earlier. The driver at this time was identified as MAHMOUD ABDI OMER [DOB REDACTED], Defendant herein. Defendant was wearing the same clothes and was covered in mud. Police then spoke with the person who was screaming and learned that this person was unloading items from her car at her apartment complex.
She left and came back and when she came back, she saw Defendant sitting in the driver's seat of her Honda SUV. Defendant then put his hand under his shirt, and pointed it at her, demanding her keys She took this as him implying that he had a firearm in his hands and she began to scream for help, and Defendant fled to the east where the caller above helped police apprehend Defendant. The confirmed stolen GMC vehicle was searched and in the vehicle police located two boxes of 9mm ammunition; an unloaded Glock magazine; another unloaded Glock magazine; and clothing.
