On November 28, 2025, at about 1:50 A.M., Robbinsdale Police were dispatched to the Hy-Vee gas station located at [ADDRESS REDACTED] in Robbinsdale, Hennepin County, for a report of a person slumped over in a vehicle there. Officers arrived to the gas station and observed the subject vehicle parked in the middle of the parking lot, idling in front of the gas station with a portable tire pump attached to the front wheel. Officers went to the driver's side of the vehicle and observed an individual, later identified as JOSHUA PAUL JENSON [DOB REDACTED], Defendant herein, slumped over in the driver's seat.
Defendant slowly awoke, appearing disoriented, when officers knocked on his window and announced their presence. Officers observed multiple glass pipes containing burnt residue in plain view inside the vehicle, which officers know through training and experience to be commonly used to smoke methamphetamine. Defendant was asked when he last smoked methamphetamine, and he responded it was about three days ago. Officers had Defendant step out of the vehicle and complete Standardized Field Sobriety Testing, during which officers observed multiple indicia of impairment including but not limited to pinpoint pupils, losing his balance multiple times, and struggling to follow certain instructions during the tests.
In a search of Defendant's person, officers recovered from Defendant's pants pockets a switch blade and several small baggies containing a white crystal-like substance which later field-tested positive for 2.19 grams and 0.04 grams of methamphetamine. A blood draw was conducted pursuant to a signed search warrant at 4:31 A.M., and the results (received January 12, 2026) show that Defendant's blood contained amphetamine and methamphetamine. The State respectfully requests that this Complaint issue as a warrant due to the significant public safety risk created when individuals drive while under the influence of alcohol or drugs.
