On December 18, 2025 at approximately 4:37 P.M., law enforcement officers were dispatched to a gunshot wound victim who had just arrived by car at North Memorial Hospital. The victim, identified herein as juvenile victim, was determined to be 16 years old and sustained a gunshot wound to his neck. It was determined that juvenile victim was transported to the hospital in a Honda Odyssey van. The juvenile victim arrived with a friend and another male who were present in the waiting room with their father who was identified as WILLIAM EARL PLUNKETT AKA DEMTERIS LOCKHEART [DOB REDACTED]. PLUNKETT stated his son K. P., lives in Eden Prairie.
He said his son called him and told him his friend got shot and they were on their way to the hospital. PLUNKETT responded to the hospital. Law enforcement received a call from an individual who lives in Minneapolis, Hennepin County, Minnesota. The individual reported that on this day he was in his residence when he heard a muffled gun shot. A short time later, he looked outside and saw three males carrying a “lifeless body” out of the residence and into a tan minivan. The body was covered in blood.
The minivan had a busted out rear window. The caller is familiar with two of the males that were carrying the body and knows they are brothers and believes they live at the suspected residence. They then left with the body in the van. The van then returns with the same driver a short time later and the father of the two males at the hospital exited the residence. He got into the van and left. In reviewing surveillance, the vehicle that the juvenile victim [NAME REDACTED] at the hospital is consistent with what was observed by the caller.
The van is gold in color and has a broken back window. An investigator spoke with juvenile victim [NAME REDACTED] was stable and alert. He had a trach inserted and was unable to verbally speak but communicated with the investigator through messaging. He said he was at PLUNKETT’S house and sitting on the couch when PLUNKETT produced a gun. PLUNKETT pointed the gun at juvenile victim. Juvenile victim [NAME REDACTED]. PLUNKETT then raised the gun again, put the gun close to juvenile victim’s neck and pulled the trigger.
Juvenile victim has no idea why PLUNKETT shot him. Juvenile victim [NAME REDACTED] was loaded with a bullet in the chamber. After he was shot, another adult male in the residence provided aid. PLUNKETT walked off and did not provide any assistance. It was approximately 3-4 minutes before the juvenile victim was brought to the van to be transported to the hospital. The juvenile victim [NAME REDACTED] in the home were debating what to do with him. PLUNKETT was informed of the juvenile victim’s disclosure.
PLUNKETT denied being in the home. However, multiple witnesses place PLUNKETT in the home at the time of the shooting. The extent of juvenile victim’s injuries is still unknown. Due to the severity of the gunshot wound to his neck, it is unclear if/when he will ever be able to speak again. PLUNKETT is currently in-custody in the Hennepin County Jail.
