Your complainant, Douglas L. Whiting, is a duly licensed peace officer for the state of Minnesota, employed as Investigator for the Douglas County Attorney’s Office. He has investigated this matter and believes that between September 2023 and November 2025, within Douglas County, Minnesota, Chantique Rozier Brown, [DOB redacted] (28), Defendant herein, violated the law as set forth herein. CHANTIQUE ROZIER BROWN, [DOB redacted] (“Defendant), is a Douglas County Resident who has received various forms of public assistance benefits through the State of Minnesota in Douglas and Hennepin Counties on and off since May 2020. Over the years, the Defendant has received Supplemental Nutrition Assistance (“SNAP”), Medical Assistance (“MA”), Minnesota Family Investment Program cash benefits (“MFIP”) and Housing Assistance (“HRA”). The Defendant had to complete numerous applications and other documents to establish and maintain her eligibility for these benefits.
The Defendant was previously disqualified from receiving MPIF benefits based on false information on eligibility documents she submitted to Hennepin County Human Services in 2020. On November 20, 2025, Fraud Investigator Whiting received a fraud referral from the Special Programs Manager at Douglas County HRA regarding the Defendant. The referral stated the Defendant did not report any employment and they had reason to believe the Defendant was working. At the time, the Defendant was receiving HRA assistance that paid 100% of her rent.
In addition, the Defendant reported her son was living with her. However, during an inspection of her home, there did not appear to be any evidence of him living with her. Further investigation revealed the Defendant received numerous benefits she was not eligible for from June 2023 through November 2025. The Defendant signed the applications and renewals under the penalty of perjury. Specifically, beginning in June 2023, the Defendant responded on multiple applications for and renewals of benefits that she did not have a job or other sources of income.
On some forms for benefits the Defendant stated her son lived with her, and on other forms the Defendant indicated she lived alone. Investigation revealed the Defendant was employed by Lutheran Social Services, Schultz Properties, Prairie Community Services, and Solutions Behavioral Health System during this time. During the investigation, the Defendant admitted her son only visits her in the summer. During the year, her son lives with his father and attends school in California. It was learned the Defendant’s son visits for one month each summer and for some holidays.
Social Service calculated the overpayments from 2023 – 2025 as follows: MA Overpayment: $15,790.87 HRA Overpayment: $19.442.00 SNAP Overpayment: $ 2,436.00 Total: $37,668.
