Officer Maschino pulled out the middle portion and observed a round zip-lock type container Upon opening that container, Officer Maschino observed a zip-lock bag with a crystal-like substance in it that field tested positive for methamphetamine and weighed 1.36 grams. Officer Maschino also located a dime baggie that field tested positive for the presence of methamphetamine. Also located in the front part of the vehicle were three spent.22 casings and three live rounds of ammunition. Officer Maschino also located a clear glass pipe, in which the bulbous end was broken off of it, which had burnt residue in it.
FULTZ was placed under arrest. Officer Maschino read him his Miranda warning. FULTZ agreed to speak with officers. FULTZ admitted to using methamphetamine off and on. He lasted used yesterday in his garage. He stated that “this is what it will take to clean him up.” Officer Maschino obtained a search warrant for a blood sample from FULTZ. This was collected at 12:41 A.M. Officer Maschino also obtained a search warrant for FULTZ’S residence at 1416 13th Avenue NE, in Willmar, Kandiyohi County, Minnesota.
The search warrant was executed at 1:25 A.M. On December 1, 2025. The following items were located in the attached garage: A pink zip-lock baggie that field tested positive for methamphetamine Broken glass pipe with white residue that field tested positive for methamphetamine A scale 5 firearms Live ammunition Several pellet/BB guns. Officer Maschino went to the Kandiyohi County Jail, and spoke with FULTZ. Prior to speaking with FULTZ, Officer Maschino asked him if he still remembered the “Miranda” warning that was read to him, in which he stated that he did.
FULTZ also stated he would speak with Officer Maschino. FULTZ stated prior to the stop he had gone to the bank and was going to pick up a friend. He did not notice he was driving in the wrong lane of traffic. He again advised he last used methamphetamine yesterday, but did not remember exactly when. He said that he has used methamphetamine on and off for eight years.
