Based on reports from an incident occurring on or about February 1, 2026, your Complainant offers the following to establish probable cause: At approximately 11:00 A.M. On February 1, 2026, a Woodbury Police Officer was on routine patrol near Lake Road in Woodbury, MN. The officer observed a vehicle bearing MN plate DXW198, which had expired registration. The registration on the vehicle expired in 2024. The officer initiated a traffic stop of the vehicle near Lake Road and I494 in the City of Woodbury, Washington County, State of Minnesota.
The driver identified himself with a Wisconsin Identification Card as NATHAN LAWRENCE ANDORFF [DOB REDACTED]. ANDORFF said that he believed his license was suspended. A DVS check showed ANDORFF's driving privileges were revoked. ANDORFF was unable to provide proof the vehicle was insured. ANDORFF was asked to exit the vehicle. ANDORFF told the officer that he had gone to treatment and was doing good. ANDORFF said he had been maintaining his sobriety for a year and half. The officer observed that ANDORFF had blood shot eyes.
The officer requested that ANDORFF perform standard field sobriety tests. ANDORFF said he did not want to participate. The officer informed ANDORFF the vehicle was going to be towed due to his license status and lack of insurance. During an inventory search of the vehicle, the officer observed burnt tinfoil and other drug paraphernalia. In the center console he located a pink baggy containing a white powdered substance. The substance tested positive as containing fentanyl and had weight of.33 grams.
