On December 24, 2025, around 1:59 P.M., officers with the St. Louis Park Police Department responded to Kohls (“the Store”) located at 8440 Highway 7 in St. Louis Park, Hennepin County, Minnesota, on report of three suspects shoplifting. A description of each suspect was provided. Officers arrived at the Store and parked their vehicle in the parking lot. Officers were receiving live updates from an employee (“the Employee”) of the Store regarding the suspects’ activities. The Employee told officers that the three suspects had entered a fitting room with large quantities of clothing before shortly exiting.
One of the suspects left the Store without any merchandise and entered into the driver’s seat of a vehicle that had been parked in the parking lot. A minute later, the two other suspects exited the Store while carrying clothing and additional items that had been concealed under their coats. One of these suspects was identified as Ja Nay Precious Siner [DOB REDACTED] (“Defendant Siner”). The second of the two suspects was identified as Sabrina Lamarilyn Flowers [DOB REDACTED] (“Defendant Flowers”). Neither Defendant Siner nor Defendant Flowers had paid for any of the clothing, or additional items, that they had carried away from the Store.
Officers activated their emergency lights and Defendant Siner and Defendant Flower started running away from the main doors of the Store. Defendant Siner and Defendant Flowers started running towards the vehicle that the first suspect had entered. While doing so, Defendant Siner and Defendant Flowers started to jettison the clothing that they had been carrying. Officers ran after Defendant Siner and Defendant Flowers while yelling “Police, Stop!” Defendant Siner and Defendant Flowers ignored officers and entered the vehicle.
Officers approached the vehicle and were eventually able to arrest Defendant Siner and Defendant Flowers. Officers searched the vehicle and found several items of clothing that were confirmed by the Employee to be stolen. Officers also collected the jettisoned clothing from the parking lot. The total value of stolen merchandise was $1481.67. Defendant Siner and Defendant Flowers are presently in-custody based on this offense. Due to the nature of this theft, bail is requested to ensure public safety and their appearance in court.
