On April 2, 2026, Detective Ryan McSweeny of the Rochester Police Department met with a confidential reliable informant (CRI). The CRI disclosed that there were unknown individuals engaged in the sale of methamphetamine in downtown Rochester and agreed to meet with these individuals and purchase narcotics. The CRI was searched and no narcotics were found. Officer McSweeny provided the CRI with recording devices and cash. The CRI was then released and surveilled by other officers of the Rochester Police Department.
Officers observed the CRI who proceeded to meet with an unknown individual in a public area in Rochester, Minnesota. During the conversation, law enforcement could overhear discussion about a source. The CRI then left and traveled to a parking lot in Rochester, Minnesota, where Savanna Luann Davis-Cornell was observed meeting with the CRI. Officers identified Davis-Cornell based on prior law enforcement contacts. The CRI met with Davis-Cornell in a motor vehicle and left after a short period of time.
The CRI was then observed by law enforcement traveling from the buy location directly to the predetermined meeting location. There, Officer McSweeny met with the CRI who immediately provided a small zip lock bag containing a substance consistent with methamphetamine. The CRI then provided a statement. The CRI said they asked around for sources to sell methamphetamine and first met a middle man who introduced them to Davis-Cornell. The CRI said they were then driven by a separate person to the buy location.
At the buy location, the CRI said they gave Davis-Cornell $80 and the driver $20 and was given methamphetamine. The substance recovered weighed approximately 3.2 grams with packaging and tested positive for methamphetamine, a Schedule II Controlled Substance. On June 6, 2026, Sergeant Kusick of the Rochester Police Department was notified by Detective McSweeny that probable cause existed to arrest Davis-Cornell for sale of a controlled substance. At approximately 8:19 on June 6, 2026, Sergeant Kusick observed Davis-Cornell outside an apartment complex in the 100 block of Broadway Ave.
N in Rochester, Minnesota. Davis-Cornell was placed under arrest and searched. During the searched, a metal pocket size storage container was recovered with suspected methamphetamine inside. The substance was subsequently field tested and tested positive for methamphetamine, a Schedule II Controlled Substance. Davis-Cornell was previously convicted of Controlled Substance Crime in the 5th Degree on 01/29/2026 in ••-CR-••-••••. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE.
