On or about December 4, 2025, at approximately 1:17 A.M., officers with the Anoka Police Department were stationary near Highway 10, east of 7th Avenue, in the city of Anoka, Anoka County, Minnesota, monitoring westbound traffic. Officers observed a Chevy Impala bearing license plate number LFN726 traveling westbound on Highway 10. Officers followed the vehicle in their squad car to run a routine license plate check. While behind the vehicle, officers observed that the driver failed to signal at least 100 feet prior to exiting onto 7th Avenue.
Officers then observed the vehicle proceed through a red light. Officers activated their emergency lights and siren, but the vehicle continued westbound on Highway 10, again running a red light and fleeing from officers. Officers pursued the vehicle with their lights and siren activated through Ferry Street at speeds of approximately 120 MPH. The vehicle continued at high speeds, refusing to yield or stop, and reached speeds of nearly 100 miles per hour. The vehicle ran another red light at 171st Avenue and passed additional officers who had their emergency lights activated in the intersection.
At 173rd Avenue, Elk River Police successfully deployed stop sticks. Officers continued after the vehicle as it began to slow. Just west of Highway 169, the vehicle pulled onto the shoulder and came to a stop. The pursuit lasted approximately seven minutes and covered roughly 12.1 miles. Officers made contact with the driver, JAMIS RAY FORWARD [DOB REDACTED], hereinafter “Defendant”, and placed him under arrest. During a search incident to arrest, officers located a straw with white residue and a small glass vial on Defendant’s person.
Officers learned, through routine checks, that Defendant’s driver’s license is cancelled, inimical to public safety.
