On October 26, 2025, around 1:06 A.M., law enforcement located a male slumped over in the driver’s seat of a vehicle that’s engine was on but parked outside a bar located on the 200 block of East Main Street, Anoka, Anoka County, facing another bar across the street. Law enforcement approached the vehicle from both the driver’s side and passenger’s side and observed a plastic tie-off bag in plain view in the driver’s front sweatshirt pocket with a white substance on parts of the baggie. Law enforcement also noticed several small needles and needle caps scattered throughout the passenger-side floorboard.
Defendant was the only occupant of the vehicle. Law enforcement attempted to wake the male in the driver’s seat, who was later identified as Lucas Tyler Delaney [DOB REDACTED], defendant herein, but were unsuccessful. Law enforcement unlocked the vehicle with a tool kit and were able to wake the driver, who was emitting an odor of alcohol. The plastic baggie was removed from defendant’s pocket and officers confirmed it was full of a white powdery substance they suspected from their training and experience to be narcotics.
Defendant was arrested. The contents of the plastic baggie were sent to the Midwest Regional Forensic Laboratory. The Lab confirmed the contents were positive for 5.789 grams of cocaine. Defendant has a prior conviction for fifth-degree drug possession in court file no. ••-CR-••-•••• from September 3, 2021.
