On or about December 2, 2025, at approximately 10:03 AM, officers of the Blaine Police Department were dispatched to a driving complaint in the area of County Rd 10 and Jefferson St, City of Blaine, Anoka County, Minnesota. Officers were advised of a potentially intoxicated male, later identified to be VANG TOU LOR, [DOB REDACTED], Defendant herein, entering a vehicle and beginning to drive. Officers arrived in the area and located Defendant's vehicle. The vehicle was observed turning at an intersection without using a blinker.
The vehicle then slowly drifted from the left turn lane to the right lane without using its blinker. The officer conducted a traffic stop. As the officer stopped, Defendant also stepped out of his vehicle and appeared unstable on his feet, swaying in an attempt to not fall over. The officer noted Defendant's speech was slurred and his eyes were glossy. Defendant stated he had a couple of sips of Bacardi rum roughly 2 hours ago. The officer proceeded to conduct standardized field sobriety tests, during which Defendant performed poorly.
A preliminary breath test showed Defendant's BAC to be 0.194. Defendant was placed under arrest and transported to Blaine Police Department. Defendant was read the implied consent form and stated he understood. After attorney time, Defendant agreed to take the breath test and provided a final sample of 0.18 BAC at 11:40 AM. Defendant was transported to Anoka County Jail. No prior qualifying convictions were noted on Defendant's record.
