On April 22, 2026, at approximately 15:41 hours, Woodbury Police Department Officer Brysky was dispatched to the Goodwill in Woodbury, Washington County, Minnesota, for a report of theft. Upon his arrival at the scene, Officer Brysky spoke with the complainant, TAR [DOB REDACTED]. TAR said that, when she was shopping at Goodwill, she noticed that her wallet was missing from her purse. She was subsequently notified by her bank that her bank cards were being used at the Target located on Commerce Drive in Woodbury.
TAR said that her purse contained her driver's license, approximately $150.00 in cash and several debit/credit cards. Det. Myers was advised by Officer Brysky that TAR's credit cards were very recently used at Target, and he made contact with loss prevention at Target. The loss prevention officer advised that he was aware of a recent set of suspicious transactions in which gift cards were attempted to be purchased. He said that the transactions did not go through, but the suspect did successfully purchase a drink at the Starbuck's inside Target for about $10.00. The loss presentation officer sent Det.
Myers a photograph of the suspect. A short time later, Officer Myers arrived at Target and located the suspect, who was subsequently identified as KAREN JEAN CANNON [DOB REDACTED]. Cannon was placed under arrest and searched incident to arrest. Cannon was not cooperative while officers were attempting to identify her. They found a Nebraska driver's license in her possession that contained the name of an individual with the initials CSU [DOB REDACTED]. When officers found that driver's license, Cannon identified herself as CSU. Officers were ultimately able to identify her through items found in her possession and she eventually verbally identified herself as Cannon.
When Cannon was asked what her address was, she gave an address in St. Paul that was actually the address of a University of Minnesota Health Clinic. When confronted about this, she refused to provide her actual address. On Cannon's person, officers located a large amount of cash, and numerous credit/debit cards belonging to CAB (an adult female fully identified in police reports). Target provided receipts of Cannon attempting to use TAR's cards for $700.00 each, and one of CAB's cards for a purchase in the amount of $707.61. Officers also searched Cannon's vehicle and found several dozen gift cards, a brand new HP laptop, and a brand new PS5, PS5 disc drive and a receipt from the Walmart located in Woodbury for the PS5 and PS5 disc drive.
The receipt showed that the PS5 and PS5 disc drive were purchased from Walmart on April 22, 2026, at 12:29 hours., and matched a transaction for an additional theft/fraud report from Costco in Woodbury that was reported on April 22. TAR's cards were not found in Cannon's possession. Officers also found two cards belonging to CAB that had been hidden in an onion display in the produce section of Target after Cannon fled to the back of the store upon seeing police officers in the store.
