A sworn officer of the Sartell Police Department duly states the following facts establish PROBABLE CAUSE: On or about October 17, 2025 at approximately 11:16PM, officers were dispatched to the 200 block of Riverside Avenue North, City of Sartell, County of Stearns, State of Minnesota, for a complaint of a vehicle driving erratically. Complainant, [NAME REDACTED]C., fully identified in the police report, reported that a vehicle bearing Minnesota license plate [PLATE REDACTED] was driving over the center line, stopping in the middle of an intersection, stopping at a green light, and making wide turns.
M. A. C. Followed the vehicle until he observed it to come to a stop in a parking lot of a laundromat. M. A. C. Observed the driver exit the driver's side of the vehicle and stumble as she walked. Officer Taylor Bartlett arrived on scene and located the suspect vehicle. He observed a woman fall to the ground at the rear of the vehicle. Officer Bartlett made contact with the woman, later identified as Patti Marie Langner, [DOB REDACTED], the Defendant herein, and observed a strong odor of alcohol emitting from her person.
Officer Bartlett also observed the Defendant's eyes to be red and watery and her speech slurred. She could not maintain her balance. The Defendant stated that she consumed three alcoholic beverages. Officer Bartlett conducted an HGN and observed validated clues of impairment. The Defendant attempted to perform the walk and turn test and the one leg test but was unable to successfully perform either test. She declined to continue testing and and admitted that she had too much to drink. She agreed to take a preliminary breath test.
Results indicated that the Defendant had a breath alcohol concentration of.223. Officer Bartlett placed the Defendant under arrest for suspicion of driving while impaired. Incident to arrest, Officer Bartlett retrieved the Defendant's purse, wallet, keys, and cell phone from inside her vehicle. Sergeant Frieler observed, in the center console in plain view, a plastic cup with a straw which contained ice and clear liquid inside. The liquid had a fruity odor in which officers immediately recognized as alcohol.
Sergeant Frieler made contact with two females in the laundromat. The first female, A. P. H., fully identified in the police report, observed the Defendant drive into the parking lot and saw her fall down. The second female, C. M. W., fully identified in the police report, observed the Defendant to drive into the parking lot and confirmed that she was the only person in the car. On October 18, 2025, at 12:03AM, Officer Bartlett read to the Defendant the Minnesota Breath Test Advisory. The Defendant acknowledged that she understood and requested to consult with an attorney.
At 12:26AM, the Defendant agreed to take the Breath test. At 12:43AM, the Defendant provided two sufficient breath samples via the DataMaster DMT. Results provided for a reported value of.20. Officer Bartlett read to the Defendant her Miranda Rights. She acknowledged that she understood. The Defendant stated that she drove to the laundromat to do her laundry from her job at Little Rock Tavern where she consumed two Bacardi drinks in two hours. The Defendant was previously convicted of DWI on April 23, 2024 under Minnesota court file 05-CR-24- 515.
