Between April 21 and April 27, 2026, there was a burglary in St. Paul where 35-50 firearms were stolen. An officer with the St. Paul Police Department Narcotics Unit/Ramsey County Violent Crime Enforcement Team reached out to multiple confidential informants and asked them to keep an eye out for the stolen firearms. Around May 16, the officer was contacted by a Confidential Reliable Informant (CRI), who reported that they saw a male known to them as “Kash” that was in possession of at least two of the stolen firearms and kept them in his tent at the homeless encampment at [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota.
The CRI provided the officer with a photograph of one of the firearms. The serial number matched one of the firearms stolen in the burglary. The CRI also reported that “Kash” sells fentanyl, meth, and other drugs. A review of prior police reports revealed that “Kash” is a nickname for KENNETH TREAVON FEAGIN – [DOB REDACTED]. The CRI identified FEAGIN as “Kash”. On May 18, police executed a search warrant on FEAGIN’s tent. FEAGIN, his girlfriend, and two other males were inside FEAGIN’s tent. Police recovered the following items from FEAGIN’s tent: Kimber hunting rifle.308 caliber located underneath FEAGIN’s mattress – stolen in the St. Paul Burglary Smith and Wesson M&P Shield 9mm with a loaded magazine and a round in the chamber located underneath FEAGIN’s mattress – stolen in the St. Paul Burglary A box of 9mm ammunition underneath FEAGIN’s mattress Two bags of suspected narcotics on the floor by FEAGIN’s bed Loose white rock of suspected narcotics on the floor by FEAGIN’s bed While police were on scene, a female told police that there were a lot of guns in the encampment at one point and that “Kash” had six guns delivered to his tent recently and was selling them off.
Following a Miranda advisory, FEAGIN confirmed that he lived in the tent where police found him. When police told FEAGIN that they wanted to talk about the stolen guns in his tent, FEAGIN responded that he did not steal any guns, and they were given to him. Police told FEAGIN that multiple people informed law enforcement that he had stolen guns in his tent, and that turned out to be true. FEAGIN asked if the person who gave him the guns was a police officer. Police responded that it was not. FEAGIN replied something to the effect of, “All right then,” and left the interview room.
Presumptive testing on the substance in one of the bags yielded a positive result for methamphetamine with a net weight of 3.1 grams. Presumptive testing on the substance in the other bag yielded a positive result for cocaine with a net weight of 2.5 grams. Presumptive testing on the loose white rock yielded a positive result for cocaine with a net weight of 0.85 grams.
