On May 29, 2025, at approximately 9:12 A.M., while in the City of Duluth, County of St. Louis, State of Minnesota, a Duluth Police Officer, was dispatched for a callback regarding a stop arm violation with a Duluth City school bus. The officer made contact with the reporting party, JJK, [DOB REDACTED], a bus manager for ISD via phone call. JJK received a report from one his school bus drivers, KGF [DOB REDACTED], that a vehicle passed his school bus while the stop arm was extended and children were off the bus at the time.
The officer received the video footage received through a community link via AXON. While watching the footage, the officer observed the school bus coming to a complete stop. While the stop arm was extended and the lights were flashing, a vehicle began approaching the bus from the front. The stop arm was extended approximately for six seconds before the vehicle passed the bus, making no attempt to slow or stop. Through the video, the officer identified the vehicle as a 2021 Toyota Venza with Minnesota license plate: [PLATE REDACTED]. The vehicle was registered to a owner identified as Brittney Ann Olson [DOB REDACTED], hereinafter "Defendant," with a listed residence at 4115 W. 4th Street, Duluth, Minnesota.
The officer drove to the listed residence to speak with Defendant, but was unable to locate the vehicle. The officer went to the door and spoke with a male who confirmed that Defendant resided at 4115, but was currently at work. The officer attempted to make contact with Defendant but was unsuccessful. The officer followed-up with KGF, who was able to provide a description of the driver of the vehicle. KGF described the driver as white female with dark hair, possibly up in a bun, and wearing a black tank top.
KGF indicated there was a passenger in the vehicle with the female driver, but was unable to provide a description. KGF reported to the officer that as he watched the vehicle approach, the children were outside of the bus, and by the time the vehicle passed the bus, all the children has boarded the bus. At approximately 1:30 p.m, the made contact with Defendant. Defendant verified the vehicle JXM200 was hers and she confirmed she was driving the vehicle that morning. Defendant reported that no one else had accessed her vehicle.
Defendant confirmed she drove through the area of S. Lake Avenue and 11th Street S. That day. The officer explained to Defendant about Defendant being seen on camera driving past a school bus, and Defendant acknowledged that she had a client in the car with her at the time, since she works in the mental health field, and did not even notice that she drove past a school bus.
