On March 30, 2026, at 12:24 PM, Minneapolis Police officers were monitoring Milestone cameras in the area of 17th Avenue and Cedar Avenue in Minneapolis, Hennepin County, Minnesota. Based on their training and experience, officers know this area to be associated with frequent narcotics sales and use. At that time, officers observed a red Chevrolet SUV bearing Minnesota license plate ZMV-226 parked along the curb on 17th Avenue just north of Cedar Avenue. Several individuals were gathered around the driver’s side window.
Officers know from their training and experience that narcotics transactions are often conducted through vehicle windows and commonly draw groups around the vehicle. At 12:25 PM, officers observed an unidentified individual wearing a gray Under Armour shirt approach the driver’s window. The individual reached into the window and removed what appeared to be a small yellow piece of paper folded in a “V” shape, consistent with packaging commonly used for fentanyl. The individual then returned the paper toward the driver, whose hand appeared to interact with it, suggesting an exchange.
The individual then walked away while manipulating the folded paper. Based on these observations, officers believed they had witnessed a narcotics transaction. Uniformed officers were notified, and the vehicle was later located with the driver identified as Cody Roy Moose (DOB: 05/15/ 2001, hereafter “Defendant”) and a passenger. Officers followed the vehicle and observed traffic violations, including failing to signal turns. A traffic stop was initiated on the 3100 block of Stevens Avenue when it was safe to do so.
During the stop, Defendant was identified, and a records check revealed that his driving privileges were suspended. Defendant was removed from the vehicle, pat searched, and detained. Defendant stated to officers that the car belongs to him. Officers then searched the vehicle and located a black zippered pouch inside the center console, and Defendant's ID. Inside the pouch were multiple clear plastic baggies containing a white powdery substance consistent with fentanyl based on officers’ training and experience.
Defendant was placed under arrest. A search of the black zippered pouch revealed the following items: • One clear tear-off bag containing 0.1 grams of fentanyl (field-tested positive) • One clear tear-off bag containing 0.4 grams of fentanyl (field-tested positive) • One clear tear-off bag containing 1.5 grams of methamphetamine (field-tested positive) • One clear tear-off bag containing 1.5 grams of methamphetamine (field-tested positive) While in custody, Defendant became unresponsive during a conversation with officers.
He was removed from the squad car and placed in the recovery position. Emergency medical services and fire personnel were called to the scene due to concern for Defendant’s condition. Defendant was transported to Hennepin County Medical Center for further evaluation. Officers also observed that Defendant had a white bandage on his left leg, which he stated was related to a prior surgery. Defendant was later medically cleared and booked into the Hennepin County Jail. Defendant is currently in custody.
