On October 3, 2025, at about 4:57 P.M., Officer Norland of the Rochester Police Department responded to a call for service regarding bicycle theft at a store located in Rochester, Olmsted County, Minnesota. The complainant (an adult male identified in the police reports and herein referred to as the victim), reported that his electric bicycle was stolen from the front of the store around 4:11 P.M. Victim stated the value of the bicycle was $1,600. Officer Norland obtained and reviewed surveillance video from the store.
Officer Norland observed the suspect got on Victim’s bicycle. Officer Norland identified the suspect as Andrew John Williams [DOB REDACTED]. Officer Norland reviewed prior calls for service involving Williams. Officer Norland observed Williams was arrested for a felony Wabasha County warrant on 10/1/2025 and observed he was wearing the exact same clothing. Officer Norland was also able to observe Williams other physical features which matched the surveillance footage. On October 13, 2025, Officer Norland located Williams.
Williams admitted to stealing the bicycle and stated he dumped it after only a few blocks. Officers searched the area where Williams said he dumped the bicycle but they did not locate the bicycle.
