On December 22, 2025, at approximately 11:19 P.M., Saint Paul Officers were on patrol in a marked police vehicle traveling north on Dale Street, Saint Paul, County of Ramsey. Officers observed a 2012 silver Nissan Altima on Thomas Avenue at the red light. Officer Deininger did not observe a seatbelt across the driver’s chest. Officers conducted a traffic stop on the Altima on Dale Street near Fuller Avenue. The Altima slowed and continued several hundred feet before stopping in the middle of the lane.
Officers approached the vehicle. The driver and only occupant-later identified as CELEAN MARIE WILLIS, [DOB REDACTED]-was wearing her seatbelt improperly under her armpit and not visible to officers. WILLIS had bloodshot and watery eyes. Officer Deininger observed an unsealed marijuana dispensary package on the passenger seat and an open cylindrical plastic container with marijuana shake. A plastic sandwich bag with a green leafy substance was observed in front of the gear shifter. There was an odor of marijuana from the vehicle.
WILLIS had a revoked driver’s license status. She was removed from the vehicle. During a search of the vehicle, the following items were found. *A cylindrical plastic container on the passenger seat with marijuana shake *Unsealed dispensary package containing marijuana on the passenger seat *Plastic bag in front of the gear shifter containing marijuana shake *A black scale with white residue in front of gear shifter *A blue and black scale in glove box *Two bags of marijuana located in center console *A partially burned marijuana blunt in cup holder During a searches of WILLIS, a bag of suspected MDMA was found in the cargo pocket of her left pants leg.
A small clear baggie with a white hard rock-like substance was found inside her right back jean pocket. A medium size clear lunch baggie with marijuana was found inside WILLIS’s right leg lower jean pocket. Field sobriety tests were conducted with no finding of facts to establish DWI. After a Miranda advisory, WILLIS spoke to Officer Deininger. She said she borrowed the vehicle from the registered owner who lives in Wisconsin. WILLIS had the vehicle for slightly over twenty-four hours. The dispensary bag of marijuana on the passenger seat and the two bags of marijuana in the center console are hers.
When she was exiting the vehicle, WILLIS said she noticed the bag of pills (MDMA) on the floor near the center console. When the officer turned around briefly, she picked them up and placed them in her pocket. The pills belong to the registered owner. The crack cocaine fell between her legs on the driver’s seat. She placed it in her back pocket as she exited the vehicle because she did not want officers to find it. WILLIS admitted she used MDMA daily to help stay awake to care for her children.
