On April 24, 2026, at approximately 9:46pm, Officer Monaghan from the Dillworth Police Department was on routine patrol when he observed a Chevrolet malibu with its hazard lights on in about the 10 block of Center Avenue East in Dillworth, Clay County, Minnesota. The vehicle appeared to be stalled in the road blocking traffic. Officer Monaghan made contact with the driver he identified as Adam Harvey, [DOB REDACTED], hereafter "Defendant." Officer Monaghan was familiar with the Defendant from previous contacts and relayed the Defendant's information to dispatch to conduct a warrant check.
Officer Monaghan helped the Defendant push his car into the gas station parking lot. As Officer Monaghan was walking away, dispatch advised that the Defendant had outstanding warrants for his arrest. At this time Officer Turney with the Dillworth Police Department arrived on scene. Law enforcement informed the Defendant he had an outstanding warrant for his arrest. The Defendant requested to make a phone call and law enforcement agreed once the Defendant was placed in handcuffs. Officer Turney grabbed the Defendant's left wrist to prepare to place him in handcuffs and the Defendant began to actively resist by pulling away in an attempt to flee.
The Defendant was placed under arrest due to his outstanding warrant and searched incident to arrest. The Defendant disclosed he had methamphetamine in his underwear. Nothing was located on the Defendant during the initial search and he was transported the Clay County jail. Upon arrival at the Clay County jail, the Defendant was searched by a Correctional Officer who located a small, tied baggie, which appeared to contain a clear crystal-like substance. The substance weighed approximately 2.1 grams and field tested positive for methamphetamine. ### PLEASE TAKE NOTICE: Pursuant to Minn.
