At around 6:30 AM on March 24, 2026, officers were sent to the apartment building at [ADDRESS REDACTED], North St. Paul, Ramsey County on a domestic. Dispatch heard a man and woman talking. The woman told the man to leave her alone. The woman said the man was hurting her and had already choked her. Dispatch heard a scuffle. The man told the woman she was going to stay. Officers went to the apartment associated with the call. Officers heard a woman repeatedly yell, “Let me go!” Officers knocked and announced their presence.
YASSSINE ZINE SASSI [DOB REDACTED] answered the door, and he was taken into custody. Officers spoke to Sassi’s wife, SS [DOB REDACTED], who said, “My knees hurt. He choked me.” SS explained they had an argument over Sassi using her sister’s vehicle to go to work. SS told Sassi that he had to provide gas money before taking the vehicle. Sassi said he would send money via PayPal when he got to work, but SS does not have PayPal. SS told Sassi he could not take her sister’s vehicle. SS hid her phone and the car keys, and Sassi became physically aggressive.
Sassi approached SS from behind, wrapped his forearm around her neck, and squeezed. SS could not breathe and she thought she lost consciousness for a little bit. SS feared for her safety as Sassi is very strong. SS pushed Sassi’s arm away, and he let go of his chokehold. SS ran to the bedroom and called her mother. Sassi grabbed SS’s phone from her, and he broke her watch. Sassi hit SS’s body many times with his open hands. SS told Sassi he could take the car if he returned her phone. SS called 911 and hid the phone with an open line when Sassi returned her phone.
Sassi was advised of his constitutional rights. When asked if he understood his rights, Sassi replied, “What rights?” and the interview was terminated. SS told police she does not want Sassi at the residence.
