On 03/22/2025 at about 0016 hours, a Roseville Police Officer saw a vehicle (MN/ELJ487) driving north on Woodbridge Ct N near Larpenteur Ave E in Roseville, Ramsey County. Although it was dark outside, the vehicle only had fog lights on, but no headlights. Apparently spotting the marked squad as it passed by Woodbridge on Larpenteur Ave E, the driver of the vehicle then drove backwards down Woodbridge Ct N in an apparent attempt to evade the squad. The officer quickly found the vehicle parked just south of the intersection and saw multiple occupants getting out and walking quickly toward an apartment complex.
The Officer initiated a traffic stop by activating the squad’s emergency lights. A female who exited the vehicle fled into the apartment complex carrying a bag. A second female occupant who had exited was identified as Robin Lea DITTEL [DOB REDACTED]. The only person left in the vehicle was the registered owner; Jason Richard WEINREICH [DOB REDACTED]. WEINREICH did not have an exact answer as to why he was driving without headlights. WEINREICH appeared very nervous, scanned the surroundings often, and repeatedly spoke with his hands.
As other squads arrived, WEINREICH’s breathing got heavier and he was increasingly distracted as he watched officers around him. Suspicious of WEINREICH’s behavior, the Officer requested a K9 for a reasonable suspicion sniff on the exterior of the vehicle. WEINREICH said the only thing that would be located in the vehicle would be marijuana. The K9 gave a clear alert for the presence of narcotics near the front passenger fender/engine compartment of the vehicle. Police searched the vehicle and found a black backpack behind the driver’s seat that contained a bag of suspected mushrooms; a schedule 1 substance.
Police also found a black Beretta BB gun hidden under the middle of the bench seat. As the search continued, DITTLE told an officer that if there were narcotics in the vehicle, WEINREICH would keep them under the hood near the air filter box. Officers searched there and found a black magnetic box containing multiple small baggies of suspected methamphetamine. During a post-Miranda statement, WEINREICH said the vehicle’s previous owner likely put the magnetic box there. WEINREICH first said the mushrooms came from a dispensary but then said they were given to him.
WEINREICH said the black backpack and the BB gun were his. He said he used be a DoorDash driver and used the BB gun for protection so he could appear to have a gun. WEINREICH denied knowing about the narcotics. For purposes of Rule 6.02, WEINREICH has an open case for 5th Degree Drugs; 62-CR-25-1211.
