On April 10, 2026, at 6:23 AM, officers with the Minneapolis Airport Police Department responded to a report of missing property from a Delta Airlines passenger at Minneapolis–Saint Paul International Airport, Hennepin County, Minnesota. The reporting party, hereafter referred to as “Victim,” stated she was a passenger on Delta Airlines Flight. Upon arriving at Baggage Claim Carousel #9, Victim observed that one of her checked bags was missing. Victim notified Delta Airlines and was provided claim number, along with a scan time of 5:40 A.M., for the missing bag.
Victim described the missing item as a Swiss Gear hard-sided roller suitcase. Surveillance footage showed a male, later identified as OMAR PATRICK FEIGH ([DOB redacted], hereafter “Defendant”) entering Terminal 1 at 5:10 A.M., via the tram with a bicycle, a black backpack, and an unidentified male companion. Defendant proceeded to the baggage claim level, where he briefly entered a restroom with the bicycle before leaving it unattended near Caribou Coffee and Carousel #5 around 5:36 A.M. Defendant then walked through the baggage claim area, first stopping at Carousel #11, where he removed a roller bag and placed his backpack on top of it before leaving it nearby.
Defendant continued to Carousel #9, which was actively unloading luggage, where he watched bags circulate before removing the Victim’s black hard-sided roller suitcase at 5:48:54 A.M. Defendant then departed the area with both bags and his backpack, traveled back toward the tram, exited on the Hub Core side, proceeded to the light rail platform, and ultimately boarded a northbound train at 6:03 AM with the stolen property. On April 13, 2026, officers were assigned the case for follow-up. Officers reviewed all available reports and conducted a detailed examination of CCTV footage tracking Defendant’s movements throughout the airport.
During this review, officers obtained a clear facial image of Defendant. Officers used an open- source facial recognition application, which returned a possible match associated with Defendant in Minnesota. The booking photographs generated by the application were consistent with the individual observed in the surveillance footage. Officers subsequently accessed MyBCA and obtained Defendant’s most recent Minnesota identification card photograph, which matched the individual depicted in the surveillance footage.
Officers also reviewed prior booking photographs in MRAP, all of which were consistent with Defendant’s appearance in the CCTV footage. The total value of the stolen property reported by Victim is $1,660.64.
