All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On November 6, 2025 at approximately 4:28 P.M., Trooper Breeden of the Minnesota State Patrol was patrolling on Highway 37 within the City of Hibbing, County of St. Louis when he observed a vehicle that appeared to have windows with a tint below the 50% minimum tint allowed under law. Trooper Breeden initiated a traffic stop, and spoke to the driver. Said driver was identified as Jon Edward Tichy, [DOB REDACTED], Defendant herein.
Trooper Breeden confirmed the window tint to be 33% with his calibrated tint meter. When Trooper Breeden entered Defendant’s information into dispatch, he discovered that Defendant’s license status contained a requirement that any vehicle Defendant is driving be equipped with ignition interlock. Trooper Breeden confirmed with Defendant that the vehicle did not contain ignition interlock. Defendant advised that his vehicle with ignition interlock would not start, and that he bought the current vehicle from his brother so he could get to work.
