Your Complainant is an Investigator for the Anoka County Sheriff’s Office and in such capacity makes this Complaint based upon the reports of Deputies Jordan Grams and Joshua Berggren, whom your Complainant believes to be truthful and reliable. On November 30, 2025, at approximately 10:21 P.M., Deputy Jordan Grams of the Anoka County Sheriff’s Office was on duty and received a dispatch report of suspicious people walking in the backyard of the caller’s residence located at [ADDRESS REDACTED] NW, in the City of Bethel, County of Anoka, State of Minnesota.
The caller stated that a vehicle may be stuck in some snow at the end of the dead-end road. Upon arrival, Deputy Grams observed a motor vehicle, Wisconsin license plate [PLATE REDACTED], in the snow. Deputy Grams approached the vehicle and spoke with the male driver seated in the driver’s seat of the vehicle subsequently identified as the defendant herein RYAN JOSEPH HOLMAN, [DOB redacted]. The defendant stated, “we missed our turn.” While speaking with the defendant, Deputy Grams detected the odor of an alcoholic beverage coming from inside the vehicle and observed the defendant’s speech was slurred and his eyes were bloodshot and watery.
The defendant stated that he had “a couple” of drinks. Deputy Grams administered a series of standardized field sobriety tests to the defendant and observed signs of impairment. Deputy Grams observed the defendant was swaying and used his arms for balance during the one leg stand test and used his squad car to keep his balance. The defendant refused to submit to a PBT. In the opinion of Deputy Grams, the defendant was under the influence of alcohol. The defendant was placed under arrest and transported to the Anoka County Sheriff’s Office.
Deputy Joshua Berggren of the Anoka County Sheriff’s Office arrived to assist. Deputy Grams read to the defendant the Minnesota Breath Test Advisory and the defendant continued to say he did not understand. The defendant stated that he did not understand what a reasonable time was. Deputy Grams read the Advisory to the defendant on three occasions and the defendant eventually elected to speak with an attorney. A telephone and telephone books were made available to the defendant. The defendant used his cell phone to contact his attorney but was unable to reach them and made no attempt to contact another attorney.
Deputy Grams asked the defendant if he would take a breath test and the defendant stated, “no.” The defendant stated, “not if lawyer is not present” as his reason for refusing the test. Deputy Grams deemed this a test refusal. The above facts constitute the Complainant’s basis for believing that the above-named defendant, on the 30th day of November 2025, in the City of Bethel, County of Anoka, State of Minnesota, did commit the above-named offense(s).
