Your Complainant, of the North Mankato Police Department, has reviewed the reports in this matter and states upon further information, investigation, and belief as follows: On November 4, 2025, Off. McMonagle and Off. Endreson of the North Mankato Police Department responded to a call at a residence located in the City of North Mankato, State of Minnesota, County of Nicollet. Notably, the residence was located within 300 feet or one city block of a school. On arrival, Off. McMonagle heard a verbal argument occurring inside the residence.
After Off. McMonagle knocked on the door of the residence, it was answered by Witness 1 and Stephanie Lauren Spencer (hereinafter “Defendant”), [DOB REDACTED]. The officers then separated the parties and Off. McMonagle spoke with Defendant inside the residence while Off. Endreson spoke with Witness 1 outside the residence. Before speaking with Off. McMonagle, Defendant took Off. McMonagle to the garage of the residence. Defendant then told Off. McMonagle that both she and Witness 1 lived at the residence.
Defendant said she and Witness 1 had gotten into an argument about Defendant’s use of controlled substances. Defendant stated that, during the argument, Witness 1 took a screw‐top container belonging to Defendant. Defendant stated the container was lying on the bed when Witness 1 took it and further admitted that the container held fentanyl. Defendant admitted to Off. McMonagle that she is aware that Witness 1 cannot be around controlled substances because he is sixteen years old. Defendant claimed she does not use controlled substances in front of Witness 1. Based on Off.
McMonagle’s previous knowledge of Defendant and her current observations while speaking with Defendant, Off. McMonagle believed Defendant exhibited multiple indicia of controlled substance use. Off. McMonagle also observed a significant amount of burnt tin foil in the garage. While Off. McMonagle spoke with Defendant, Witness 1 provided a statement to Off. Endreson. Witness 1 told Off. Endreson that Defendant had used fentanyl for the past three years. Witness 1 said Defendant uses approximately a gram of fentanyl each day.
Witness 1 stated Defendant used fentanyl approximately ten to fifteen minutes before law enforcement arrived. Witness 1 further stated he became agitated with Defendant’s use of fentanyl that night and grabbed her container of fentanyl from the bedroom. Witness 1 reported he unscrewed a compartment of the container and flushed an amount of fentanyl contained in a plastic bag down the toilet. Witness 1 said Defendant attempted to prevent him from doing so, but he held her back. Witness 1 stated he and Defendant then continued to argue prior to the arrival of law enforcement.
The officers retrieved the alleged fentanyl container from Witness 1 and placed it into evidence at the police department. On November 5, 2025, Agent Daily of the North Mankato Police Department tested the white, powdery substance of suspected fentanyl from the container. The substance tested presumptively positive for the presence of fentanyl. Agent Daily then removed the fentanyl from the container and weighed it. Agent Daily noted that the fentanyl weighed approximately one (1) gram. Fentanyl is classified as both a narcotic drug and a Schedule II controlled substance.
