On October 23, 2025, officers from the Coon Rapids Police Department observed a vehicle parked at Speedway, located at [ADDRESS REDACTED] NW, city of Coon Rapids, county of Anoka. Law enforcement observed a male, later identified as BRANDON GENE STRICKER [DOB REDACTED], "Defendant" herein, seated in the driver's seat and shaking his head back and forth with his eyes closed and dancing erratically. Law enforcement parked next to the vehicle in the parking lot and continued to observe Defendant's erratic movements.
After approaching the vehicle on the passenger side, law enforcement saw numerous items of drug related paraphernalia scattered around inside the vehicle, along with a leafy green substance near the gear shifter and a baggie with two orange pills in the center console. The items were in plain view and law enforcement believed them to be marijuana and Adderall pills. Law enforcement made contact with Defendant and observed that he was twitching, repeated himself when speaking, moving his jaw from side to side and that he had bloodshot and watery eyes.
Defendant stated that he had smoked marijuana earlier. Based upon their observations and the behavior and statements of Defendant, law enforcement believed that Defendant was under the influence of a narcotic. Law enforcement requested that Defendant exit the vehicle and submit to Standardized Field Sobriety Tests (SFST). Defendant initially refused but ultimately exited the car. During the Modified Romberg test officers observed Defendant's eyelashes were tremoring, and that his body was swaying.
Defendant estimated a time of 20 seconds in a period of 30 seconds. Officers conducted the Lack of Convergence test and observed that Defendant's right eye did not properly converge towards the center. Officers attempted additional SFST, but Defendant was uncooperative. Defendant was placed under arrest for DWI, and a search warrant was obtained for his blood or urine. Defendant was transported to Mercy Hospital where he provided a blood sample. Officers searched the vehicle and found a pencil case on the driver's side dashboard which contained two bubble pipes with a white crystal residue, a loose white powder that appeared to be cocaine inside a lottery ticket, and two pieces of suspected methamphetamine inside a glass vial.
The suspected narcotics field tested positive and were sent for forensic analysis. The BCA tested Defendant's blood and confirmed it was positive for a concentration of 0.04 mg/L of amphetamine and 0.241 mg/L of methamphetamine. The Midwest Regional Forensic Laboratory tested the suspected narcotics and confirmed they were positive for 0.029 grams of cocaine and 0.702 grams of methamphetamine. Defendant has multiple prior drugs related convictions including a conviction for 5th Degree Drugs Possession on September 15, 2021, in court file no. ••-CR-••-••••.
