Officers spoke to an adult female (“Witness”) and an adult male (“Victim”) about the assault report. Victim [NAME REDACTED] intoxicated and had blood on his knuckles and blood coming from his right nostril. Victim [NAME REDACTED] in the evening, he had been at a bar in Wisconsin with Witness, and some of Witness’s friends, including an individual later identified as Melvin Earl Kimp, [DOB REDACTED] (“Defendant”). While at the bar, Victim [NAME REDACTED] one of Witness’s friends as a “b****.” Defendant approached Victim and attempted to punch Victim with a closed fist.
Victim did not retaliate after the punch. Witness, Defendant, and Witness’s other friends left the bar and drove to the apartment complex in the City of Winona, Winona County, Minnesota. Victim got a ride from a cab and returned to the apartment building around 2:00 am. Upon returning from Wisconsin, everyone gathered in the apartment building parking lot. Victim continued to have a verbal argument with one of individuals present. Victim [NAME REDACTED] in the head with a closed fist “5,6,7, or 8” times.
Victim said his bloody knuckles were from scraping the ground. After Defendant hit Victim, [NAME REDACTED] in a black SUV. Witness told Officers she saw Defendant punch Victim [NAME REDACTED] in the head and knock Victim down. Officers obtained surveillance videos from the bar in Wisconsin and the apartment building in Winona. Officers were able to identify Defendant based on prior professional contacts. The videos confirmed that Defendant attempted to punch Victim [NAME REDACTED] in Wisconsin. The video from the apartment building shows Defendant charging at Victim and pushing him out of camera view.
The video does not show the complete assault. Defendant is seen getting into a vehicle and driving away after the assault. Victim [NAME REDACTED] from Winona Health after the assault.
