The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On April 23, 2026, at about 2:15am, Mounds View Police on patrol observed a Ford Taurus drifting – failing to maintain its lane – while traveling below the speed limit on Highway 10 near Interstate 35W. Its registration had expired several weeks earlier. As it exited onto southbound 35W, it failed to signal the lane change. A traffic stop was conducted on 35W at County Rd. H, Mounds View, Ramsey County.
The driver was identified as the defendant, AMBER ELAINE MAY ([DOB REDACTED]). Her driver’s license had been canceled as inimical to public safety. Officers noticed that the defendant’s eyelids were droopy, and her speech was slow, thick, and deliberate. She said that she had taken alprazolam, gabapentin, and suboxone as prescription medications about four hours earlier. But she denied having otherwise consumed drugs or alcohol. Standard field sobriety tests were conducted. The defendant showed multiple signs of impairment in the lack of convergence, walk-and-turn, one-leg stand, and modified Romberg balance tests.
The defendant was taken into custody. In a search incident to the arrest, a female officer found several containers in her bra, inside of which were multiple tablets. She acknowledged that not all of the tablets had been prescribed to her. Also in one of the containers was a plastic baggie containing a white substance; she told officers that it was fentanyl. The defendant’s vehicle was towed. In an inventory search, officers found a prescription bottle for 0.5-gram tablets of alprazolam that had been filled six days earlier.
The bottle was nearly empty. Photographs were taken. A sample of the defendant’s blood was obtained at 3:52am pursuant to a warrant. It was later submitted to the BCA, which found the presence of amphetamine, methamphetamine, and fentanyl. The suspected drugs recovered from the defendant await testing. The defendant’s record includes at least the following qualified prior impaired driving incidents: 1. DWI – Gross Misdemeanor Convicted September 12, 2022 Case No. ••-CR-••-•••• 2. DWI – Gross Misdemeanor Convicted June 28, 2021 Case No. ••-CR-••-•••• 3. DWI – Misdemeanor Convicted January 3, 2020 Case No. ••-CR-••-•••• The defendant's criminal record also includes at least four felony convictions, several for possession of drugs.
