On April 22, 2026, around 11:14 P.M., Minneapolis Police saw a man, later identified as Kenneth Eddi Manning, “Defendant” herein, riding a bike without displaying a front white light, which is required when it is dark, in the area of Lake Street West, Minneapolis, Hennepin County, Minnesota. Officers in a marked squad car activated the squad car lights as they pulled up alongside Defendant, and instructed Defendant to stop. Defendant looked at the officers and said something in response, but did not stop, rather Defendant accelerated and fled from police.
Defendant then crashed his bike, got up, and ran away from police, climbing over a fence and jumping down to the Greenway. Police followed Defendant as he continued to run away. Police saw Defendant making furtive movements with his hands and then removed and dropped the backpack he was wearing to the ground. Police eventually were able to detain Defendant. Officers found folded Post-it notes that contained white powder, suspected to be narcotics, along with a scale with white powdery residue on it, and several pads of Post-it notes in different colors, in the backpack Defendant dropped.
Police also found a clear plastic bag with a softball size amount of suspected narcotics on the ground about 3-4 feet from where Defendant was ultimately detained. Officers determined that there were 73 individual Post-it notes containing field test positive fentanyl in amounts ranging from.03 grams to.40 grams, total of about 8.99 grams. The larger plastic baggie contained two baggies of field test positive fentanyl weighing 35 and 14 grams. Based on officer training and experience, the way the fentanyl was packaged in the 73 different colored post-it notes, is indicative of drugs packaged to be sold at the street level and the different colors indicate the different amounts of drugs in the package.
Defendant is currently in custody. Defendant has multiple prior drug crime convictions from out of state and resides out of state, therefore, increased bail is requested.
