Complainant is Minnesota State Patrol Trooper Deanna Wayne. Complainant states that on June 12, 2025, troopers responded to a motor vehicle crash in the area of Highway 169 in the city of Maple Grove, Hennepin County, Minnesota. Upon arrival on scene, troopers observed two vehicles pulled over to the left, partially blocking the lane. Troopers met with both parties with the intent on getting the vehicle's out of the way of the congested traffic. When troopers made contact with the driver of the Suburban, they observed him in the driver's seat digging around in the front passneger seat and center console area.
Troopers spoke with the male driver through the rolled down window, and noticed that the driver's side was so close to the guard rail that the door could not be opened very far. When speaking with the driver, troopers observed that he was preoccupied with his phone and was avoiding eye contact and speaking with troopers. When troopers got his attention, they observed that he had a dazed like appearance and was slow to react, and his face appeared to be white and clammy. The driver, later identified as CHRISTIAN DAVID ANDERSON [DOB REDACTED], finally looked at troopers and they observed his pupils to be small.
ANDERSON advised he was headed to his outpatient group in Eden Prairie. When asked what happened with the crash, ANDERSON stated he was really tired and he lost sight for a second and hit his brakes too late. ANDERSON denied dozing off, but stated that he just lost focus. When asked if he takes any medications, ANDERSON stated he takes a lot of stuff and that some of it definitely cause drowsiness. ANDERSON was instructed to exit the vehicle to participate in Standardized Field Sobriety Tests (SFSTs). ANDERSON advised troopers he takes Seroquel, Mirtazapine, Hydroxyzine, and Suboxone.
When asked if he was supposed to be driving while taking those medications, ANDERSON stated he didn't know. ANDERSON stated nothing like this had happened before and he felt like he was losing his ability to focus while he was driving. During SFSTs, troopers observed ANDERSON to have lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset of nystagmus prior to 45 degrees in both eyes. ANDERSON's pupils were also small for the lighting conditions and consistent with narcotic use.
During the walk and turn exercise, ANDERSON started before instructed, stopped walking, took an incorrect number of steps, and did an improper turn. During the one leg stand, ANDERSON displayed muscle tremors, which are consistent with CNS stimulant use. ANDERSON's pulse measured to be high at 122 beats per minute and was outside the average DR range of 60-90 beats per minute. A PBT sample showed a.000 BAC. ANDERSON was placed under arrest and a search warrant was obtained for a blood or urine sample.
