On January 11, 2026, at approximately 9:54 P.M., officers of the Bloomington Police Department responded to reports of a theft in progress occurring at the Wal-Mart located at [ADDRESS REDACTED]., City of Bloomington, Hennepin County, Minnesota. Officers were assisting the business’s lost prevention staff when TYLER RAY HARAZIN [DOB REDACTED], DEFENDANT herein, was observed removing items, to include multiple knives, from displays and packaging and placing them onto his person. DEFENDANT was then observed passing all points of sale and exited the business without paying or attempting to surrender the merchandise.
Officers approached DEFENDANT and announced he was under arrest at which time DEFENDANT dropped a bag and fled on foot. Officers pursued DEFENDANT who failed to stop upon command. DEFENDANT then accessed I-494 by foot and ran into traffic. Once officers caught up with DEFENDANT, he made threatening gestures toward officers with the knife then verbally threatened to kill the officers, a police K9, and himself. According to VICTIM [NAME REDACTED], a K9 police officer who responded on scene with the K9 partner “Enzo,” DEFENDANT was swinging the knife toward officers then placing the knife to his own neck threatening to kill himself.
During the standoff officers, DEFENDANT demanded they call his mother and tell her that “Its over.” VICTIM [NAME REDACTED] directed DEFENDANT to drop the knife and get onto the ground. In response DEFENDANT told VICTIM [NAME REDACTED] that he was going to stab the K9 stating “your dog is dead” while erratically wielding the knife. VICTM A. B. Stated that he reasonably believed that DEFENDANT would act upon his threats to harm officers and the K9 based upon his language, conduct, and behavior coupled with the presence of the knife and the manner in which DEFENDANT was wielding it.
DEFENDANT continued to threaten officers and the K9 multiple times as he attempted to flee and exit the highway until he ran toward the center of the road climbing onto the jersey barriers a final time. Officers were able to deploy both 40mm non-lethal munitions and a taser to detain DEFENDANT, who was then placed into custody. Officers recovered the knife from his person. Officers also located inside a small black bag located on DEFENDANT's person, a box containing 40 cal. Smith and Wesson ammunition.
DEFENDANT was identified through fingerprints while in custody. DEFENDANT was discovered to be the subject of multiple arrest warrants out of Hennepin, McCleod, and Sherburne Counties. DEFENDANT was also found incompetent to face trial in McLeod Court File 43-CR-23-988 on 2/11/2025, and his right to possess firearms or ammunition has not been restored. Officers also recovered the stolen merchandise valued at approximately $424.27. The State may amend this complaint as it relates to threats made against additional officers.
