24 P.M., Willmar Police Officers were dispatched to the report of a road rage incident involving a motor vehicle crash at 1100 block of 5th Street SW in the City of Willmar, Kandiyohi County, Minnesota. Upon arrival, officers noted a 2022 white Chrysler Pacifica in the middle of the road, which had disabling damage to the front end and damage to the driver’s side rear near the trunk area. The Pacifica was parked in the middle of the road but canted to the northeast on the west side of the road. A 2017 black GMC Pickup was facing southbound on the correct side of the road.
Officers noted that near the front passenger side bumper, there was scratch/rub marks. I also noted on the driver’s side that the driver’s side rear door, along with the driver’s side rear quarter panel sustained heavy damage. Officer Cody Caron spoke with Adult Male A who was driving a 2022 White Chrysler Pacifica. Adult Male A reported that the incident started near Walmart. He noticed a black pickup following him. He initially thought it might be one of his friends. However, the truck started following him at a very close distance.
While still by Walmart, the black pickup hit his vehicle on the driver’s side trying to stop him. Adult Male A tried to turn onto a different street to get away from the pickup. The pickup intentionally struck Adult Male A’s vehicle. When the vehicles reached the intersection of Willmar Ave SW and 5th St SW, the GMC struck the Pacifica causing the Pacifica to lose control. Once the vehicles stopped, Adult Male A got out of his vehicle and fled on foot. Adult Male A reported the pickup hit his vehicle approximately 4 times.
Officer Caron noted the damage to the vehicles was consistent with Adult Male A’s statement. Officer Noah Maschino spoke with TYLER DANIEL KUGLIN [DOB REDACTED] who was the driver of the 2017 black GMC pickup. Officer Maschino immediately detected an odor of an alcoholic beverage coming from his person. Officer Maschino observed bloodshot and watery eyes, and KUGLIN’S speech was slow and slurred. KUGLIN admitted to consuming alcohol approximately two hours prior. KUGLIN said the Pacifica pulled out in front of him near the intersection of 5th Street SW and Willmar Avenue.
The Pacifica kept slamming on their 3 34-CR-25-711 Filed in District Court State of Minnesota 12/1/2025 brakes and then taking off again. KUGLIN said the Pacifica hit someone head on which caused KUGLIN to back into another vehicle. Officer Maschino noted that KUGLIN’S statement was not consistent with the vehicle damage and that he had difficulty keeping his story straight. Officers spoke with two witnesses. Witness 1 observed the 2022 white Pacifica and 2017 black GMC traveling at extremely high speeds.
He saw the pickup hit the van from behind. He turned the corner to where the vehicles ended up and called the police. Witness 2 observed the black GMC pickup chasing the white Pacifica and had to move out of the way due to the vehicles’ driving behavior. Witness 2 saw the GMC pickup drive around the Pacifica on the right side. Witness 1 heard the crash and drove around the block before calling law enforcement. Witness 2 did not observe the crash. Officer Maschino asked KUGLIN to perform field sobriety testing and he agreed.
