The Complainant having reviewed the applicable reports believes the following facts to be true: On August 22, 2025, at approximately 5:06 PM, Officer Malachi Slaughter ("Slaughter") was working contractual overtime at the Target at [ADDRESS REDACTED] West in the City of St. Paul, Ramsey County, when he was notified by asset protection staff of a theft in progress. Staff observed the individual, later identified as KAVALE JOHN ALSUP [DOB REDACTED], Defendant herein, taking multiple items of merchandise.
One of the items was a backpack that Defendant ripped the tag off and put on his back to wear. Staff stopped Defendant at the entrance doors to the store after observing him pass all points of sale without making any attempt to pay. Slaughter then detained Defendant and escorted him to the asset protection office. While in the office, Slaughter had to remove a hat, dark sunglasses, and facemask from Defendant in order to observe who he was. Slaughter also removed the stolen backpack from Defendant's person.
During this time, Defendant kept trying to pull away and protest. Slaughter decided to place Defendant in handcuffs and arrest him. Defendant continued to be difficult, insisting he was not under arrest. When Slaughter attempted to conduct a pat search of Defendant's pockets, Defendant began pulling away, and trying to shove his hands toward his pockets. Slaughter attempted to sit Defendant down on a bench to gain better control to conduct a search. Defendant continued to resist, grabbed Slaughter's hands to stop him, and contorted his body so Slaughter could not get to his pockets.
Defendant eventually had to be taken to the ground and, even then, he continued to try to thrash and contort his body to avoid being searched. Defendant's pockets were eventually able to be emptied and officers located bubble pipes inside. Defendant was then transported to a squad vehicle. During this time, Slaughter was able to confirm that Defendant had previously been trespassed from Target on May 23, 2025 after being caught shoplifting and was not to return for one year. Slaughter then went back to his squad to speak with Defendant.
Defendant repeatedly insisted he was not Defendant, but was actually "Risky A" and provided his actual date of birth. Slaughter ran the identity and found no such person to exist. Slaughter confirmed Defendant was actually Defendant via photographs from his Illinois ID and his last contact with asset protection at Target. At the time of charging, Defendant has nine active bench warrants for failing to appear at hearings across four separate counties. The State does not believe Defendant will appear voluntarily.
