On February 3, 2026, police responded to Shoreview Hills Apartments, [ADDRESS REDACTED] N, Shoreview, Ramsey County, Minnesota, on a report of a theft. Upon arrival, police met with JAS, who reported that her package was stolen earlier in the day. Police reviewed the surveillance footage, which showed the male suspect exit the apartment complex with a black trash bag. The suspect took several packages from the vestibule, including JAS’s package, and left. The property manager reported that the suspect left in a truck with MN license plate number REK400. Through investigation, police discovered that the vehicle was sold a week and a half prior to ANDREW DAVID VENNEMANN – [DOB REDACTED]. Police compared known photographs of VENNEMANN to the surveillance video and determined that they matched the suspect.
Police issued a KOPS alert for the pickup truck. On March 13, Maplewood police attempted to stop the vehicle, but the vehicle fled. A pursuit was initiated but quickly terminated. On March 27, 2026, police responded to Hillcrest Place Apartments, [ADDRESS REDACTED] B2 E, Little Canada, Ramsey County, Minnesota, on a report of a theft. Upon arrival, police met with the property manager, DSD, who said several residents reached out because someone stole their packages from the apartment building. DSD told police that on March 25, a male pulled the main door so hard that he broke it then entered the building and stole six packages.
One resident, PCY, said she had a package stolen on March 10, and her husband’s package was stolen on March 25. Police viewed surveillance footage from both incidents. On March 25, at approximately 9:00 P.M., the male suspect approached the secure doors and physically forced the door open. The suspect selected packages from the mail area then left. A comparison of surveillance footage showed that the same male stole packages on March 10 and March 25. The vehicle used by the suspect matched the vehicle used by VENNEMAN during the February 3 incident.
On April 21, police issued an alert with still photos of the suspect and suspect vehicle. On April 22, police stopped the vehicle, which had MN license plate number REK400, following a short pursuit. The driver was identified VENNEMANN. VENNEMANN was wearing the same clothing that he wore during the March 25 incident. On April 24, the investigator spoke with VENNEMANN at the Ramsey County Jail. Following a Miranda advisory, VENNEMANN said that he was not the only person who drove the vehicle then invoked the Fifth Amendment.
After the investigator discontinued the interview and was waiting for jail staff to open the door, VENNEMANN told the investigator that he wanted to get clean, see his kids again, and be with the woman he wanted to marry. VENNEMANN inquired about a global resolution for his open cases. VENNEMANN was informed that the investigator had several burglary cases she was investigating. VENNEMANN described the burglaries as an addiction and said he does not get anything from them because he gives all the stolen stuff away.
