On November 23, 2025, Blaine Police Officer Wessels was on patrol near [ADDRESS REDACTED] NE, Blaine, Anoka County, when he observed a male on an electric bike travel through the 109th Avenue NE intersection without stopping, had made several driving infractions, and was travelling faster than 30 MPH. On 113th Lane NE, the officer activated his emergency lights to initiate a traffic stop. The driver initially stopped and got off the bike. He walked towards the officer with his hands in his jacket.
The male then unzipped his jacket and began aggressively digging into a cross body bag. Law enforcement were giving lawful directives to the male, but they were ignored. The male then walked back towards his bike and left even though the officer had been yelling that he was not free to leave. The officer followed with his lights and sirens on. The male got off the bike a short while alter and ran into a residence. At this time the male was identified as being Kiamee Chai Her [DOB REDACTED], Defendant hereinafter.
Calls to the residence were unanswered and the Defendant did not comply by coming out. He was later arrested by law enforcement. During the arrest he resisted against the arresting officer. The bike was inspected prior to the arrest. It had a motor capable of 3,000 watts. Under MN Statute § 169.011, an electric assisted bicycle is defined as being equipped with a motor that is not capable of a power output of more than 750 watts. Therefore, the bike is classified as a motor vehicle. In a review of the Defendant's license status, he must only operate motor vehicles that have ignition interlock installed.
