On 06/16/2026 at about 0306 hours, St. Paul Police were dispatched to [ADDRESS REDACTED] in St. Paul, Ramsey County on a report of a vehicle blaring music. Upon arrival, the officer saw a Chevrolet Tahoe (MN/WT8802) with its windows down, music blaring, and engine running. In the driver’s seat was a female who was passed out with her head tilted onto her shoulder. The officer recognized the driver as Simone Latrice BUTLER ([DOB REDACTED]). The officer had arrested BUTLER a few weeks earlier for driving while Canceled - IPS. While doing a visual safety check of the vehicle through the driver's window, the officer could smell the strong odor of a consumed alcoholic beverage emanating from BUTLER. The officer shut the vehicle off and removed the keys from the ignition.
BUTLER then slowly woke up and opened her eyes, which were bloodshot and watery. She stared at the officer for a few seconds and then slurred her words as she said she was listening to music. When the officer pointed out that she was passed out behind the wheel of a running vehicle, with slurred speech, BUTLER said "it's not running there's no keys here." BUTLER continued to slur and stumble through her words as she argued with the officer. Some of what BUTLER said was nonsensical. For example, BUTLER said she had just gotten off work at 0400 hours, but the current time was about 0320 hours.
Police confirmed that BUTLER’s driver’s license was Canceled-IPS and placed her under arrest. As she was being escorted to a squad, BUTLER was unbalanced and swaying. When BUTLER was in the squad, the officer noted the strong odor of alcohol emanating from her person. For safety reasons, the officer did not perform Standard Field Sobriety Testing. After she had been transported to the LEC, BUTLER refused to provide a PBT sample. BUTLER then continually interrupted the officer as the breath test advisory was read to her.
When asked if she understood the advisory, BUTLER said “no.” The officer read it a second time and spent nearly ten minutes explaining it to her. When asked if she would provide a sample, BUTLER said "that boy mad I'm cool" and would not say anything else. BUTLER has 3 previous DWI convictions within the last ten years: DWI (GM); ••-CR-21-•••• DWI (GM); ••-CR-17-••••• DWI (M); ••-CR-16-•••• (sentenced 06/22/2016) For purposes of Rule 6.02, BUTLER has an open case for Driving after cancellation-inimical to public safety (••-CR-26-••••) and two prior convictions for Driving after cancellation-inimical to public safety (62- CR-24-8309 and 62SU-CR-22-3696).
