On October 24, 2024 Officer Peterson was dispatched to [ADDRESS REDACTED] NE #400, Rochester, Minnesota regarding a complaint of motor vehicle theft. Upon arrival Officer Peterson spoke with the complainant, who stated that one of his company vehicles was taken without permission. The vehicle is a 2011 white Toyota Sienna with Minnesota license plate [PLATE REDACTED]. The vehicle was believed to have been parked behind the business when it went missing sometime between 1900 hours on 10/19/24 and 1500 hours on 10/24/24. He had no idea who may be in possession of the vehicle.
He wanted the help of law enforcement in locating the vehicle. On November 9, 2024 Officer Peterson did follow-up and spoke with the complainant who advised that he still had not heard anything about his vehicle and wanted to report it stolen. Complainant stated that no one had permission to use or possess the vehicle. On November 17, 2024 Deputy Sedarski was working patrol and sitting at the stoplight on westbound 48th Street NE in the City of Rochester, Minnesota when he observed a white Toyota Sienna turn south from 48th Street NE onto Broadway Avenue north.
Deputy Sedarski had prior knowledge regarding a white Toyota Sienna with MN plate JAG138 having been reported as stolen and tried catching up to the vehicle but was initially unable to locate it. He then observed the vehicle with the first three alphas of the plate being JAG parked in front of a trailer at Rocky Creek Estates. Deputy Sedarski drove by the vehicle and confirmed the plate to be JAG138 and then waited in a nearby parking lot for the vehicle to leave. At approximately 1239 hours the vehicle left Rocky Creek Estates and eventually pulled into Kwik Trip at [ADDRESS REDACTED]. Deputies Sedarski and Reese made contact with the driver and passenger.
The driver was identified as TIFFANY LEE SINCLAIR, [DOB REDACTED]. Sinclair stated that the key chain on the key for the Sienna was hers and it was removed to be placed with her property. The vehicle owner was contacted to come pick up his vehicle. Sinclair was transported to the ADC and gave a statement to Deputy Sedarski. Sinclair stated that she was giving her passenger a ride to a storage place. Sinclair stated that she had called the police the day before on 11/16/24 and inquired whether the vehicle was stolen, to which she was told it was stolen.
Inv. Green spoke with the complainant on 3/3/26 and he stated that he had no idea who Tiffany Sinclair was 2 ••-CR-••-•••• Filed in District Court State of Minnesota 6/4/2026 and that he had never given her permission to use the vehicle. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
