On November 14, 2025, around 0011 hours, troopers observed a maroon Chevrolet Impala stopped at the top of the exit ramp from Hwy 394 to Louisiana Avenue in Hennepin County, Minnesota. The vehicle was stopped past the white stop line, and, when it finally turned, the driver failed to use a turn signal. Troopers pulled over the vehicle and made contact with a female passenger and the driver, later identified as JULIUS LAMONT JACKSON [DOB REDACTED], Defendant herein. Troopers noted Defendant to be a black male, approximately 20-30 years old, with a beard, and distinct facial tattoos.
When asked for identification, Defendant said he did not have his driver’s license with him. He then wrote down his name for troopers as “Julian Johnson 7/31/1994.” When troopers ran the name, it did not come back on file in the DVS database. The female passenger exited Defendant’s vehicle while troopers were conducting checks and asked to leave. Troopers advised she could. One of the troopers then reapproached Defendant’s vehicle. The trooper noted the odor of alcoholic beverage coming from inside the vehicle and that the driver had red eyes.
Due to these observations and the fact that the name given by Defendant was not in the database, troopers asked the driver to exit the vehicle. Defendant quickly shifted the vehicle into drive and sped off at a high rate of speed. Troopers did not pursue Defendant. Troopers located the female from the vehicle at a nearby gas station. She said she knew Defendant as “Julian” who she met through friends at the club where she works as a dancer. The female said she had been drinking with Defendant and gave troopers his phone number.
With the assistance of BCA Fusion Center, troopers identified the driver as Defendant. Troopers reviewed Defendant’s booking photos that matched the fleeing driver. Distinct facial tattoos were present in the booking photos and on the trooper’s body camera footage. Specifically, the word “Honor” near his hairline behind his left eye, and the word “Life” in front of his left ear. Due to the nature of the offense and Defendant’s criminal record, the State is respectfully requesting a warrant issue to protect the public and ensure Defendant’s appearance in court.
