Probable Cause
On March 19, 2026, deputies responded to the area of Highway 96 and Old Highway 10, Arden Hills on a suspicious man who was walking around and dropped someone else’s mail. Deputies found D’ANDRE LARENCE LESHON BAUER [DOB REDACTED] near Highway 96 and Old Highway 10. Bauer carried a white package. Bauer matched the description of the man reported to have dropped other people’s mail. Deputies stopped Bauer who immediately discarded the package in the snow. The package Bauer dropped was addressed to Saint Katherine’s Ukrainian Orthodox Church at 1600 Highway 96, Arden Hills, Ramsey County.
Bauer had a warrant for his arrest for failing to appear in Ramsey County District Court file 62-CR-25- 5193. Bauer was advised of his constitutional rights and agreed to speak to deputies. Bauer said he got into it with his neighbor and left. Bauer didn’t know who his neighbor was. Bauer admitted he possessed the package, but he didn’t know where he grabbed it from. Bauer said he took the package from a mailbox. Officers spoke to the 911 caller who said they saw Bauer bending down and picking up white paper.
The 911 caller saw the contents of mail scattered along Old Highway 10, and he collected them. The 911 caller had collected 3 pieces of mail addressed to [ADDRESS REDACTED] 10, Arden Hills, Ramsey County.
